The Board of Education of the City of Plainfield, New Jersey, hereby advertises for competitive bids in accordance with N.J.S.A. 18A:18A-21(a) (b). Bid No. 2021-29 Toilet Room Renovations at Hubbard Middle School & Cedarbrook Elementary School All technical questions, comments, and inquiries should be directed to LAN (Attention: Ms. Laura Schluger, RA) at Telephone #201-447-6400 or Email: laura.schluger@lanassociates.com. The last day for questions shall be on Tuesday, June 1, 2021 at 12:00 p.m. (noon). Addendum shall be released to all registered Bidders on Wednesday, June 2, 2021. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. All bids must be accompanied by a Certificate issued by the New Jersey Department of Labor, pursuant to the Public Works Contractor Registration Act as to the Bidder and all subcontractors. Pursuant to P.L. 2004 c.57, (N.J.S.A. 52:32-44) all bids must be accompanied by a New Jersey Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue. The Bidder must include with its bid its own Business Registration Certificate and that of all subcontractors. Pursuant to N.J.S.A. 18A:18A-26, in order to be eligible to submit a Bid for a Project, the Bidder and/or its subcontractor shall be classified by NJDPMC and NJSDA in at least one of the following disciplines as listed with the associated Project: Bid #2021-29: C008 General Construction C009 GC/Alterations & Additions Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. This project is a school facilities project as defined in the Education Facilities Construction and Financing Act, N.J.S.A. 18A:7G-1 et seq. and may be funded in part with grant monies from the New Jersey Schools Development Authority (SDA). All contractors and subcontractors engaged by the Board to work on this project shall agree to be bound by the terms of a Grant Agreement issued by the SDA, which, if applicable, will available for inspection at the Board office during business hours. No bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. Each bid shall be accompanied by a bid bond, cashier's check or certified check made payable to the Plainfield Board of Education, for ten percent (10%) of the amount of the total bid, however, not to exceed $20,000. Statement of Ownership Requirement: Pursuant to N.J.S.A. 52:25-24.2, Bidders shall submit a statement setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. A Non-Collusion Affidavit and a Contractor Questionnaire/ Certification also must be filed with the bid. The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with Instructions to Bidders and to complete and submit all required forms, may be cause for disqualification and rejection of the bid. Bids must be submitted to the Plainfield Board of Education no later than 1:00 p.m. on Friday, June 11, 2021 for Bid #2021-29. The bid opening process will begin on the above advertised date and time at Plainfield Board of Education, 1200 Myrtle Avenue, Plainfield, NJ 07063. Bids may also be submitted to the Acting Business Administrator/Board Secretary or his designee at the bid opening meeting, prior to the advertised date and time. On the advertised date and time, the Acting Business Administrator/Board Secretary shall publicly receive and open all bids. No bids shall be received after the time designated in the advertisement. (N.J.S.A. 18A:18A-21(b)). No bid may be withdrawn for a period of sixty (60) days from the opening of the bids. All bidders must use and complete all bid forms and must comply with every requirement contained in the instructions and specifications. Bids are to be marked in a sealed envelope and delivered to the Interim Business Administrator/Board Secretary, Mr. Gary Ottmann, at Plainfield Board of Education, on or before date and time indicated below. The envelope to bear the following information: Title: Toilet Room Renovations at Hubbard MS & Cedarbrook ES Bid No.: 2021-29 Name and Address of the Bidder Date: Friday, June 11, 2021 Time: 1:00 p.m. The Board of Education does not accept electronic (Email) submission of bids. The Plainfield Board of Education reserves the right to reject any or all bids and waive any informality in the bidding process in accordance with the law (N.J.S.A. 18A:18A-2(s), (t), (x), (y), 18A:18A-4(a), 18A:18A-22) if it is in the best interest of the Plainfield Board of Education. The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by the Plainfield Board of Education.
