The work generally consists of: Furnishing and installation of new emergency warning sirens at four (4) locations throughout the County. The project will consist of furnishing and installing sirens, new poles, Controls, Wireless Radio Siren Controllers, and turnkey installation to the satisfaction of the County. The locations of the four (4) sirens will be as follows: City of Wolf Point - Coordinates 4805'48"N; 10538'37"W Town of Brockton - Coordinates 4808'58"N; 10455'01"W Town of Culbertson - Coordinates 4809'18"N; 10430'50"W Town of Bainville - Coordinates 4808'17"N; 10412'58"W The contract may be awarded based on the OWNER's best interests. The award will be based on the lowest responsive, responsible bids on the Base Bid as reviewed and selected by the OWNER. Contract Time: 1. Base Bid: a. All construction schedules shall be substantially complete and ready for OWNER's use and final inspection on or before May 7, 2022. Liquidated Damages: 1. The CONTRACTOR shall pay the OWNER $1,000.00 for each day or part of a day that expires after the time specified for Substantial Completion of any construction schedule(s) until the Work is substantially complete. OWNER or ENGINEER cannot guarantee receipt of Addenda and other information if bidding documents are obtained from other sources. CONTRACTOR and any of the CONTRACTOR's Subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI) prior to biding on the project. Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect Avenue, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is required to have registered with the DLI prior to bid submittal. All laborers and mechanics employed by the CONTRACTOR or Subcontractors in performance of the construction work shall be paid wages at rates as required by the Laws of the State of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a certified check, cashier's check, or bid bond payable to the OWNER, in an amount not less than ten percent (10%) of the total amount of the bid. Successful bidders shall furnish appropriate general liability, and workers compensation insurance. The bid bond shall be included with each bid of proposal. All bids must be sealed. No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately. The OWNER reserves the right to hold all bids and bid securities for a period not to exceed thirty (30) days and to hold the three low bids and bid securities for a period not to exceed ninety (90) days from the date of the bid opening. The OWNER may, in its sole discretion, release any Bid and return the Bid security prior to the end of these periods, waive any informality in any bid, and to reject the bid of any party who has been delinquent or unfaithful in the performance of any former contract with the OWNER.
