The project is located along 28th Street from Business 75 Highway to Outer Drive and includes paving sections of 28th Street, adding turn lanes at the intersection of 28th Street and Outer Drive, and extending water, sewer, gas and fiber utilities to the Law Enforcement Center site. Each bid must be made on a form furnished by the County and must be accompanied by a bid bond, a cashiers check or certified check of an Iowa bank or a bank chartered under the laws of the United States, or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount equal to ten percent (10%) of the amount of the bid, made payable to Woodbury County, Iowa. The check or draft may be cashed by the County as liquidated damages in the event the successful bidder fails to enter into a contract within the ten (10) days after notice of award and post bond satisfactory to the County ensuring the faithful fulfillment of the contract. The contract will be awarded to the lowest responsive, responsible bidder. However, the County reserves the right to reject any or all bids, re-advertise for new bids and to waive informalities that may be in the best interest of the County. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa and to Iowa domestic labor. The work on this project shall begin upon receipt of the Notice to Proceed and be fully completed by November 1, 2022. Potable water connection to the Law Enforcement Center site shall be fully completed by November 1, 2021. Specifications for this project shall be the 2021 version of the Iowa Statewide Urban Standard Specifications for Public Improvements modified in accordance with the 2020 version of the City of Sioux City Supplement.
