The project entails roadway milling, salvage roadway material for sub-base, placing HMA intermediate and surface courses, replacing concrete curb & gutter, reconstructing structures, other drainage work, and pavement markings in the following subdivisions and/or neighborhoods: R&S 92102-S1: Winding Brook Park Subdivision (13,100 LFT), Pleasant Valley Subdivision (11,000 LFT), "Maple Lane" Area (15,850 LFT), Knollwood Subdivision (5,150 LFT), and Wellington Lakes at Knollwood Subdivision (5,800 LFT). The total project length is 50,900 LFT (9.5 MI). SAID bids must be accompanied with a Certified Check made payable to St. Joseph County or Bid Bond executed by the bidder and surety company in a sum of not less than ten percent [10%] of the total amount of the bid, together with a non-collusive affidavit as prescribed in Form 96, Revised 2013. Sealed bids must be filed in the office of the County Commissioners no later than 9:45 a.m. [EDT] on Tuesday, August 10, 2021, Room 722, County-City Building, South Bend, Indiana. The bidder awarded the contract will be required to furnish separate Payment, Performance, and Maintenance Bonds before commencing work. The Payment and Performance Bond shall each remain in effect throughout the entire construction period in an amount equal to the awarded Contract Amount. The required Maintenance Bond shall remain in effect for a period of up to five years from the date of final acceptance in an amount of 10 percent [10%] of the awarded Contract Amount. The bidder's attention is directed to the Affirmative Action Requirements and the Insurance Provisions of the Project. THE Board of Commissioners reserves the right to reject any or all bids or to accept the one which, in its judgment will be to the best interest of St. Joseph County, Indiana. The Board of Commissioners also reserves the right to hold Bids up to 60 calendar days from the receipt of the Bid. STARTING AND COMPLETION DATE Upon issuance of the Notice to Proceed, the Contractor will have 60 Workdays. Anticipated start date is Monday, October 11th, 2021. Start date for work in 2022 is May 2, 2022. Completion Date will be adjusted for work extending into 2022 and will be adjusted at the preconstruction meeting. There will be no work performed on weekends. All county roads shall be in passable conditions and free of construction activities by noon on November 10th, 2021.
