Demolition, site work, renovation and addition to a fire / police facility in Delanco, New Jersey. Completed plans call for the demolition of a fire / police facility; for site work for a fire / police facility; for the addition of a 606-square-foot fire / police facility; and for the renovation of a fire / police facility.

The project entails alterations to approximately 606 square feet of the existing Municipal Building occupied by the Police Department to accommodate constructing two (2) detention stalls and an accessible toilet stall with masonry walls and upgrading an existing secured interview room and related work. The project entails the demolition of an existing detention cage, with associated ceilings, finishes, fixtures and furniture and saw cutting `of the existing concrete slab on grade for plumbing piping and footings. Alterations to the existing electrical, lighting, plumbing, fire suppression and mechanical systems are required for the detention area alterations. Alterations and additions to the existing fire detection, surveillance camera and access control systems will also be part of the overall project but will be performed by the Township. Bid proposals shall be received by the Municipal Clerk of the Township of Delanco, 770 Coopertown Road, Delanco, NJ 08075. Bid proposals may be hand delivered or mailed via USPS, FedEx, UPS or similar overnight guaranteed service and must arrive at the Township's Municipal Building no later than the time and date that the bid proposals are due. The Township shall not be responsible for bid proposals that arrive late or to the wrong location regardless of the postmark date on such bids. Late bid proposals shall not be considered by the Township. Bids must be submitted on a fully executed bid form along with the mandated forms and certifications stipulated on the Bid Documents Checklist included in the bid package. All copies of bids must be enclosed in a sealed envelope bearing the name and address of the bidder and the project number/name on the outside addressed to Municipal Clerk, 770 Coopertown Road, Delanco, NJ 08075. Each bid shall also be accompanied by a bid bond furnished by a surety company licensed in the State of New Jersey or a certified check or cashier's check made payable to the Township of Delanco in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the bid amount. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will bond the completion of the project. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Delanco in a lawful manner. The contract to be executed by the successful bidder will also provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Delanco in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work The Township of Delanco shall have sixty days (60) within which to accept or reject bids. Bidders shall be required to keep their bids open for that period of time and agree that they will not withdraw or reverse their prices therein. The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgement of the Township Committee makes the most advantageous bid and to waive such informalities as may be permitted by law. No uniformed law enforcement personnel shall be required for the project on behalf of the Township of Delanco. Special Requirements for Public Bid Proposal Submissions During the COVID-19 Pandemic & Until Further Notice In accordance with Local Finance Notice ("LFN") 2020-10, Governor Murphy's Executive Orders 107, 122 & 142 and Administrative Order 2020-4, as subsequently amended and supplemented, the following shall govern the receipt of bid proposals by the Township of Delanco ("Township") during the COVID-19 State of Emergency and until further notice: 1. The bid opening shall occur in the Meeting Room on the date of bid opening. The public will continue to be required to observe social distancing requirements and wear face masks in public areas. No one will be admitted to the bid opening without a face mask covering unless the wearing of such mask poses a threat to the individual's health or safety or is prohibited by State statute. 2. Bid proposals can be hand delivered to the Township Clerk's Office during business hours (9am to 4pm, Monday through Friday) or submitted via USPS, FedEx, UPS or similar overnight guaranteed service. 3. Following the bid opening, the Township shall post, at a minimum, the apparent three (3) lowest Bidders on the Township's website promptly following the bid opening with the other bid proposals to be posted within 24 hours (or sooner, if possible). The Township Reserves the right to refuse admittance to any person who is ill or who manifests symptoms of illness or who, in the exercise of reasonable judgment by Township officials, appears symptomatic of COVID-19. The COVID-19 conditions specified above shall control this bid notwithstanding that COVID19 restrictions may be relaxed by gubernatorial executive order or by administrative order issued by the State Director of Emergency Management at any time prior to the scheduled date for the receipt of bid proposals.
