Site work and renovation of a civil project in Long Branch, New Jersey. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

All bids shall be submitted on the proposal form furnished and shall be delivered in sealed envelopes at the time and place specified with the envelope plainly marked: BID FOR: "WWTP Sludge Handling System and Emergency Pump Station Improvements" The envelope shall plainly set forth the name and address of Bidder. The project consists of: Demolition and disposal of items scheduled for removal and/or replacement. Rehabilitation of interior surfaces within Emergency Pump Station Wet well. Installation new Emergency Pump Station pump, valves, and associated piping modifications as shown on the plans. Construction of improvements required to transform the Existing Ferric Chloride Chamber into a sludge holding tank as shown on the plans. Modification to Sludge Handling System piping as required to provide multi-function sludge transfer system integrating Digesters, Sludge Thickening Tanks, Sludge Holding Tanks and Sludge Hauling facilities. Installation of additional Sludge Transfer Pump, valves and associated piping as shown on the plans. Installation of an overflow piping system from New Sludge Holding Tank to sanitary drain outside of Sludge Handling Building as shown on the plans. Replacement of the existing final settling tank sludge collector drives. Electrical power, signal and control work including all testing, and Other miscellaneous site and building improvements as shown on the plans. Further details regarding required SED participation is included in the Information for Bidders and the Supplemental General Conditions. This contract or subcontract is expected to be funded by in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies, or employees is, or will be a party to this contract or subcontract or any lower tier contractor or subcontract. This contract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a) 24 and 4.17(a) 24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. The Authority reserves the right to waive any informalities or irregularities in the bid received, and to reject any and/or all bids as in its judgement may best serve the interest of the Authority. The Authority shall have a maximum of sixty (60) days from the receipt of bids to either accept or reject same. The contract will be awarded to the lowest responsible bidder in accordance with N.J.S.A. 40A.11-16(c). The Authority reserves the right to require a complete financial and experience statement from prospective Bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications or before awarding the contract. The successful bidder shall be required to comply with the following: A. The provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964, and the Davis-Bacon Federal Wage Requirements. B. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act. C. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et seq.). D. Worker and Community Right to Know Act (N.J.S.A. 34:5A-1). The bid must be accompanied by a list of names and addresses of all stockholders owning 10 percent or more of the stock, all in accordance with Chapter 33 of the Laws of New Jersey, 1977 (N.J.S.A. 52:25-24.2). Copies of the bidders Public Works Contractor Registration pursuant to P.L. 1999, C. 238 and the Business Registration Certificate pursuant to P.L. 2004, C. 57 must also be submitted with bid.
