INTRODUCTION: The VA Medical Center West Haven located in West Haven, CT has a requirement for a Firm Fixed Price contract to provide professional Architect/Engineer (A/E) Design Services to develop complete drawings, specifications, cost estimates and construction period administration for the 689-21-101 West Haven Boiler Plant Replacement project. B. CONTRACT INFORMATION: The West Haven VA Medical Center currently has (3) DL60 Cleaver Brooks boilers installed in 1981 that all contain a capacity of 40,000 IBS/HR. The useful life expectancy is estimated at about 40 years. The three boilers are all currently failing and are in need of replacement. The current capacity of each boiler is about 24 26 thousand IBS/HR which is well below the required capacity. This project will design the replacement of boilers #1, #2 and #3 and associated systems for the West Haven VA Medical Center. The Magnitude of Construction is more than $10,000,000. This acquisition is a Total Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) in accordance with VAAR 852.219-10 with NAICS Code 541330. Any subsequent award will require the firm to be registered in System for Award Management (SAM www.sam.gov) and the VETBIZ Vendor Information Pages (https://www.vip.vetbiz.va.gov/). VETBIZ will be used to determine SDVOSB/VOSB Status, therefore, firms need to be registered with the applicable NAICS Code of 541330 at the time SF330 s are submitted. Prospective firms are reminded that in accordance with FAR 52.219-14, Limitations on Subcontracting, at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the concern. SF330 packages shall address how each firm anticipates meeting these criteria. This requirement is in accordance with the Selection of Architects and Engineers as implemented in Subpart 36.6 of the Federal Acquisition Regulation and Subpart 836.6 of the VA Acquisition Regulation. All submissions will be evaluated in accordance with the evaluation criteria. A "short list" of the three most highly rated after initial source selection will be chosen for negotiations of a contract award. The Government will not pay, nor reimburse, any costs associated with responding to this request. The Government is under no obligation to award a contract as a result of this announcement. Respondents are put on notice that firm(s) selected by the Selection Authority will be required to submit a Fixed Price Rate Proposal to include labor, overhead, profit, and other costs for this project for negotiation by the Contracting Officer prior to contract award. The negotiated agreement will be incorporated into the resulting contract. C. THIS IS NOT A REQUEST FOR PROPOSAL: This is a request for SF 330's Architect/Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. No material will be issued and no solicitation package or bidder/plan holder list will be issued. D. PROJECT INFORMATION: Provide Architect/Engineer services to develop complete drawings, specifications, cost estimates and construction period administration associated with the 689-21-101 West Haven Boiler Plant Replacement project. Amendment 0001 TO SPECIAL NOTICE 36C24121R0128 REQUEST FOR QUALIFICATIONS (SF-330) The purpose of this amendment is to incorporate the response to the Request for Information (RFI) received for special notice 36C24121R0179. Question 1: To clarify the total number of projects and CPARS / PPQ requirement. Are you looking for CPARS or PPQ for all projects provided in Section F and Section H or for just 5 projects Response: The Government intends the total number of projects to be submitted in Section F and as further described in Section H to be a total of 5 projects. The intent of the PPQs are for those firms that do not have CPARS data available, i.e. projects performed in private sector. Please reference Section F, Item 3. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE Provide a detailed narrative of up to 5 (maximum) relevant projects completed within the last 5 years, which best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the teams experience with projects of similar size and scope to those to be performed under this contract; Emphasize any specialized experienced the firm has with boiler plant replacement (preferably at the VA or in a hospital environment). The A/E should demonstrate examples removal of an existing boiler distribution system and installation of new boilers while maintaining the require boiler capacity. Please note the following section is hereby changed: CPARS data or PPQs (if no CPARS data is available) must be provided for projects submitted under Factor 2 (Specialized Experience). Question 2: In Section H. SF 330 SUBMITTAL PACKAGE PAGE INSTRUCTIONS: it is noted in e. i. Absolutely no photographs shall be submitted. We are assuming this includes all of the pages including the Section F. Relevant Projects. Also we are assuming - other than our Organization Chart - there will be no special diagram pictures etc.. Response: The Government is requesting that no photographs be submitted in the SF 330 submittal package. Any photographs included will not be reviewed. Other diagrams such as an organizational chart and graphs may be submitted. Question 3: Section I SF330 Requirements states SIX selection criteria. Are there six or eight Response: Section I paragraph (a) is hereby revised as follows: The SF 330 submittal packages shall consist of a completed SF 330 parts I and II, specific information addressing each of the EIGHT selection criteria described in this Notice; the additional information required by this Notice and past performance questionnaire section A. Question 4: Are you requiring that submissions be architect-led Vs. submitted by an MEP Engineering firm Response: The Government will consider any firm that meets the requirements as outlined in the Special Notice. Question 5: Does the prime firm need to be SDVOSB or can the team consists of 50% SDVOSB Response: This is an SDVOSB set aside. The method of contractor selection has not been determined at this time
