Renovation of a mixed-use development in Montclair, New Jersey. Completed plans call for the renovation of a educational facility.

In light of the present restrictions on public gatherings, as well as the closure of public school buildings, due to the current COVID-19 related State of Emergency order by the Governor, in-person attendance at the bid opening is prohibited. Information regarding the Zoom video conference will be listed on the Board of Education website beginning three (3) days prior to the date and time set for bid opening, and is provided with the Instructions to Bidders. The scope of this project includes District wide mechanical improvements, but is not limited to, the installation of new premium efficiency motors and variable frequency drives (VFD) for selected equipment, new piping insulation, and replacement of existing steam traps with new at select locations. Bidders must be pre-qualified by the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) in one of the following categories, pursuant to N.J.S.A. 18A:18A-27.1, et.seq.: ECM 9: (C066) Roofing Membrane EPDM No modifications to the enclosed Instructions to Bidders, General Conditions, Supplemental Conditions or Specification will be permitted prior to bid acceptance. Bids that propose modifications to the requirements set forth in the Project Manual shall result in rejection of the bid as being non-responsive. Bidders and subcontractors for each of the major branches of work specified in N.J.S.A. 18A:18A-18 must be prequalified by the DPMC. Bidders shall submit a Certificate of Prequalification/Classification from the New Jersey Department of Treasury, Division of Property Management and Construction (DPMC) and Affidavit as to the Total Amount of Uncompleted Contracts for the bidder and all major subcontractors. Bidders and all major subcontractors are also required to submit a Business Registration Certificate issued by the Division of Revenue in the New Jersey Department of Treasury prior to contract award. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et.seq. and N.J.A.C. 17:27-1.1 et.seq. concerning equal employment opportunity and affirmative action. Statement of Ownership Requirement: Pursuant to N.J.S.A. 52:25-24.2, Bidders shall submit a statement setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. All Bidders are required to submit an affidavit by the Bidder that the Bidder is not, at the time of the bid, included on the New Jersey State Treasurer's List or the Federal Government List of Debarred, Suspended or Disqualified Firms or individuals pursuant to N.J.A.C. 17:19-4 and N.J.A.C. 19:38A-4. Only firms appropriately classified as contractors by the Division of Property Management and Construction shall be eligible to be awarded a contract as a subcontractor of an energy services company for performing public works activities pursuant to regulations adopted by the Division of Property Management and Construction. A subsidiary or wholly-owned or partially-owned affiliate of ESCO is not eligible to be a bidder. No bid may be withdrawn for a period of sixty (60) days after the opening date. The ESCO and Board reserves the right to reject any and all bids and / or to waive any immaterial defects in the bidding, as permitted by law, if it is in the interest of the Board to do so. The Contract will be awarded to the lowest responsible bidder as defined in N.J.S.A 18A:18A-2. Bids must be accompanied by bid security in the form of (1) a bid bond or certified or cashier's check payable to Board equal to 10% of the amount of the bid, but in no case to exceed $20,000.00 as per N.J.S.A. 18A:18A-24, and (2) Certificate of Consent of Surety as per N.J.S.A. 18A:18A-25.
