A conditional or unqualified Bid will be rejected. In general, the Base Bid will include milling, HMA, and ADA curb ramps, in the following areas; North Howard Street, from West Division to Park Avenue, Loden Drive, from Moss Drive to Emerald Drive, Union Street, from West Oak Street to West Division Street, South Street, from South Walnut Street to West Chestnut Street, Lime Avenue, from Emerald Drive to Loden Drive, and West Hickory Street, from North Walnut Street to North Plum Street. This project is proposed for summer/fall 2021. The Project, which is funded from Town funds and a Community Crossings Grant, will be constructed in up to one (1) contract division. In general, the work consists of providing all labor and material for the project. Bidders are required to receive bid documents directly from Eastern Engineering. Bids must be submitted on the forms provided in the Bid Documents and shall be accompanied by a Bid Bond in the amount of five percent (5%) of the amount bid with satisfactory corporate surety or by a certified check on a solvent bank. The successful bidder will be required to furnish satisfactory Performance and Payment Bonds in the amount of 100% of the Bid. Any Bid may be withdrawn prior to the scheduled closing time for receipt of Bids. All bids received shall remain valid and in force for 60 calendar days after the date of Bid opening. The Owner reserves the right to reject any and all Bids in whole or in part as specified in the solicitation when it is not in the best interest of the governmental body as determined by the purchasing agency in accordance with IC 5-22-18-2. The Owner also reserves the right to waive irregularities in any Bid, and to accept any Bid, which is deemed most favorable to the Owner. The Work will be substantially completed within 60 days after the date when the Contract Times commence to run as provided in Paragraph 2.03 of the General Conditions, and completed and ready for final payment in accordance with Paragraph 14.07 of the General Conditions within 90 days after the date when the Contract Times commence to run.
