Little Bushkill Creek, a tributary to Bushkill Creek, is located primarily in Plainfield Township, Northampton County. The stream and streambanks have become degraded along the Plainfield Township Recreation Trail. Severe streambank erosion is evident while stream conditions show signs of degradation from sedimentation. This invitation to bid from Plainfield Township is for the restoration of a site which begins right before a bridge over the Plainfield Township Recreation Trail before continuing downstream along the Little Bushkill Creek. The site, approximately 300 feet in length, became severely undercut after the tropical storm in August and is in danger of collapse. The Township has partnered with Wildlands Conservancy on the management of this restoration. The selected contractor will work directly with Wildlands and the Township on the project. The requested bid is for the procurement of materials and completion of stream restoration construction along the trail. ARM Group, LLC completed the project designs which lay out specific instructions for construction. Wildlands and ARM will partner in conducting oversight of the selected contractor during the construction period. The Township will make regular visits to the site as well. In addition to the design plans, the selected contractor will be required to follow all regulations listed in the Emergency Permit issued by PA DEP, as well as the requirements listed in the grant agreements. Plainfield Township reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and/or portions of the project depending on budgetary constraints The goal of this project is to restore streambanks along the Plainfield Township Recreation Trail to address stormwater impacts, siltation, erosion, and loss of mature trees due to streambank incision. This project will also address the Township's MS4 PRP goals to reduce sedimentation by 10% prior to 2024. Plainfield Township owns the subject property and will conduct regular maintenance of the installed BMPs, with assistance from Wildlands Conservancy. Approximately 1,000 linear feet of streambanks will be restored through this funding request. Scope of Work: 1. Access site; stage equipment and materials. 2. Clear vegetation as needed; install E&S controls including staging area, compost filter sock siltation barriers, and protective barrier fencing. 3. Work from banks where possible; work in wet as necessary. 4. Excavate, place log vanes where indicated on plans, rock riprap, fill and geotextile materials. Regrade channel bed and bank. Contractor will be responsible for any costs associated with material disposal. 5. Continue to work downstream installing remaining structures. 6. Remove staging area. 7. Protect existing site improvements from damage during construction. Restore damaged improvements to their original condition, as acceptable to landowner. 8. Upon stabilization and 70% vegetative cover, remove sediment control BMPs.9+
