William Paca Elementary School was built in 1964 as a second building on the Philadelphia Road campus of Old Post Elementary School, which was built in 1956. Baltimore Sun This makes the two-building campus between 61 and 69 years old — well past functional lifespan for aging HVAC, plumbing, electrical, and roofing systems. Old Post Road Elementary is one of HCPS's two-building campuses, housing primary students (Kindergarten–2nd Grade) in one building and intermediate students (3rd–5th Grade) in the other Wikipedia — an operational challenge that the replacement project will resolve by consolidating into a single modern building, following the same model HCPS just completed at Homestead-Wakefield Elementary. The school currently serves approximately 892 students, making it one of the larger elementary campuses in the system. Construction Timeline HCPS's educational facilities master plan first identified the replacement of William Paca/Old Post Road Elementary School in Abingdon, targeting construction by the 2028–29 school year. Baltimore Sun That timeline remains aspirational but has not been formally confirmed with a construction start date. The most current milestone data comes directly from HCPS's October 2025 Facilities Department Project Status Report, which shows the following for Old Post Road ES: The project has received capital funding of $1,570,000 to proceed with an updated Feasibility Study. The State approved a waiver of the full Feasibility Study based on the findings of the initial scope study, and an RFQ for an updated Educational Specification will be issued as the next step. Hcps Planning phase is underway; design, procurement, and construction are all listed as not yet initiated, with construction completion and substantial completion dates listed as TBD. The critical path in Maryland school construction runs through the Interagency Commission on School Construction (IAC) for state funding approval, which must follow completion of Educational Specifications and a full design phase. Given that the Ed Spec RFQ had not yet been issued as of October 2025, a 2028–29 construction completion remains an optimistic but achievable target only if the procurement moves quickly.
