INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the Design-Build VISN 21 EHRM Infrastructure Upgrades project at the VA Palo Alto Health Care System (VAPAHCS) in Menlo Park located at 795 Willow Rd Menlo Park, CA 94025. PROJECT DESCRIPTION: Contractor shall provide all labor, materials, tools and equipment, and services necessary for design, pre-construction, construction, and closeout of the project. The project includes either the relocation or remodel of approximately 49 existing telecommunications rooms (TRs) and 3 data centers to bring them up to the Electronic Health Records Modernization (EHRM) IT standards while IT services remain operational. The DB shall provide a turn-key project for these rooms in accordance with VA Office of Information and Technology (OIT) and EHRM infrastructure standards. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Part 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation.
