Notice is hereby given that the City of East Chicago, Indiana will receive sealed bids for the following public improvements: Indiana Harbor Belt Trail RT 17005 from White Oak Ave. To Indianapolis Blvd. THE BOARD OF PUBLIC WORKS, City of East Chicago, Indiana will receive sealed bids for the Indiana Harbor Belt Trail Project in East Chicago, Indiana, all in accordance with the Contract Documents, Construction Schedule, and Specifications. Bids will be received until 4:00 PM, local time, on Wednesday, July 28, 2021, at the City Engineers office, second floor, 4525 Indianapolis Blvd., East Chicago, IN 46312, and then will be publicly opened and read aloud at 4:30 p.m. (local time), in the City Hall Council Chambers located at 4525 Indianapolis Blvd., East Chicago, IN 46312. Any bids received later than the above time will be returned unopened. This work shall include but is not limited to the construction of a Multi-use Trail from White Oak Avenue to Indianapolis Blvd. Work includes the construction of a driveway and parking lot along south edge of Kosciuszko Park from Sophia Street to Indianapolis Blvd. including drainage pipes and inlets. Contract and Bid documents may be viewed at the City Engineers office, second floor, 4525 Indianapolis Blvd., East Chicago, IN 46312. Contract and Bid documents are available electronically and may be obtained by contacting the email address csims@firstgroupengineering.com upon providing a nonrefundable payment of $50.00 payable to First Group Engineering, Inc., 5925 Lakeside Blvd., Indianapolis, IN 46278. The Proposal must be made on the forms provided in the Contract Documents. The Bidder (proposer) must supply all the information required by the bid proposal form. Each bid shall be accompanied by a cashier's or certified check, drawn on an acceptable bank, or an acceptable bidder's bond, in an amount not less than five percent (5%) of the total amount of the bid, payable to the City of East Chicago, Indiana. The bidder to whom a contract for work is awarded will be required to furnish a Performance Bond and Payment Bond executed on the specified forms and acceptable to the City, in the amount of one hundred percent (100%) of the Contract Amount. The Contractor and all subcontractors will be required to comply with required State regulations including E-Verify, and East Chicago City Ordinances 05-0019, the Equal Opportunity Ordinance Amendment, and 05-0020, the Local Hiring Ordinance. The Contractor is advised that federal funding is involved in this project and the contract provisions for federal aid construction apply. The City of East Chicago, Indiana, reserves the right to reject any and all proposals or parts there-of and to waive all responsibility for irregularities in bids. Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made. Fifty (50%) percent of the Contractor's work force in each initial craft will be comprised of residents of the City of East Chicago participating in the Indiana Plan, whenever possible.
