The City of Sacramento (City) Community Development Department (CDD), Planning Division, is soliciting proposals for the tasks necessary to prepare the Existing Building Electrification Strategy. The scope of services should include the number and type of deliverables and provide assumptions for what the consultant team expects of City staff. The City of Sacramento seeks assistance planning for the decarbonization of the existing built environment by 2045. A new City ordinance will phase in requirements for new buildings to be all electric. Yet more work is needed to develop an actionable strategy for how to achieve the decarbonization of existing buildings through a collaborative and just transition that brings the benefits of clean, affordable, and resilient energy use to the most pollution- and cost-burdened households. The City seeks an experienced team knowledgeable in decarbonization program planning and implementation, to develop a pathway with specific action steps for Sacramento to transition existing buildings to be 100% carbon free. The project team should have experience in building energy efficiency; knowledge of electrification technologies and understanding of electrification retrofits in the residential and nonresidential sectors; qualifications in community resilience; and demonstrated expertise in community engagement and equity. Q&A Deadline 07/12/2021 5:00 PM (PDT) The budget to complete all tasks is not to exceed $130,000. However, proposers are encouraged to submit a cost-effective budget. The City reserves the right to reject any or all proposals submitted, correct any technical errors in the RFP process, waive any irregularities in any proposal, negotiate with any of the proposers, accept other than the lowest fee offer, or enter into a subsequent agreement with another proposer if the originally selected proposer fails to execute its agreement with the City. Method of Contractor selection has not been determined at this point of time.
