Last day to submit any questions July 20, 2021 The San Pablo Avenue Bridge Replacement Project (Project) will replace the existing T-girders structure, which was built in 1926, and has been noted to be Structurally Deficient, and has been given a sufficiency rating of 49.4 (Rating in 2013). The bridge soffit is exhibiting transverse cracking and one of the girders has exposed rebar resulting from concrete spalling at span 2. The roadway clear width is inadequate and does not meet the minimum lane widths recommended by the American Association of State Highway and Transportation Officials (AASHTO). The bridge has been identified as "Functionally Obsolete" as it is not wide enough to accommodate the existing average daily trips (ADT). Scour and silt deposition as well as construction impacts to San Pablo Creek should be addressed with the project. A realignment of the skewed 5-legged intersection at 23rd Street and Road 20 will be included as part of the project in order to enhance pedestrian, bicycle and transit services and in accordance with Californias Complete Streets Program. The existing bridge also does not have designated bike lanes although it is identified as a Class II bikeway in the Citys Bicycle & Pedestrian Master Plan. Other bike lane improvements are identified for the roads adjoining the intersection. The proposed widening will meet City and AASHTO geometry standards as well as provide approved bridge railing and approach guard railing. The Contra Costa Transportation Authority has developed a Bus Rapid Transit Plan from Oakland and Richmond and has identified continuing the route through the Project. The Plan would create dedicated bus lanes in both directions through this corridor along San Pablo Avenue. An elementary school is also located nearby. As such, the high pedestrian use is a key factor in the design and construction of this improvement project. Any intersection improvements identified during the design process which are beyond the scope of the bridge replacement will be provided using local funds and has been included within West Contra Costa Transportation Mitigation Program. Additional funding will be needed to address all of the foreseen issues. San Pablo Avenue is a principal arterial that runs north and south through the heart of the City of San Pablo and is approximately parallel to Interstate 80. At times of emergency or heavy traffic, motorists use San Pablo Avenue as a bypass to Interstate 80. The primary project objective is to replace the Structurally Deficient and Functionally Obsolete structures to improve public safety. The proposed bridge will be able to carry design live loads, provide adequate roadway width to meet current standards and address any other deficiencies with the existing structure. A Highway Bridge Program (HBP) application and Project Study Report Equivalent was submitted to Caltrans in 2016 (Attachment 1). The Bridge Replacement is an identified project within the FTIP and has been approved for $9.45M in funding. There is $940K programmed in Federal FY 19/20 for Preliminary Engineering. A Field Review was conducted on February 5, 2020. The City has secured a contract with Willdan Engineering to provide project management services, as an extension of City staff. This project is located just north of a corridor improvement project by Alameda County Transportation Commission (ACTC). The ACTC Corridor project will include signal modernization and coordination, adding a bus lane, updating bus stops or stations, pedestrian safety improvements, bicycle safety improvements, etc. This project will prepare the city for the coming updates from the ACTC.
