THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. INFORMATION RECEIVED WILL BE USED TO DETERMINE THE AVAILABILITY OF TECHNICALLY CAPABLE AND OTHERWISE RESPONSIBLE FIRMS THAT WOULD BE INTERESTED IN SUBMITING OFFERS. The General Services Administration (GSA), Public Buildings Service (PBS), Region 8, Office of Design and Construction is conducting a market survey and is seeking competent and qualified construction firms for the construction of a new National Science Foundation Ice Core Facility (NSF-ICF) located at Building 810 of the Denver Federal Center in Lakewood, Colorado. The magnitude of construction is estimated to be between $10,000,000 and $20,000,000. GENERAL SCOPE OF SERVICES The National Science Foundation - Ice Core Facility (NSF-ICF) provides long term storage, processing, and examination of ice cores from United States (U.S.) Arctic and Antarctic ice drilling operations. Due to the nature of how the ice cores were collected as well as the time frame in which they were collected, these ice cores are irreplaceable. Proper storage of these ice cores requires temperatures far below typical refrigeration systems to maintain their integrity for ongoing research. This project will deliver a new NSFICF freezer space, contained within Building 810 located at the Denver Federal Center. This program is intended to replace the existing NSF-ICF that was built in 1993 due to the aging equipment and needs for improved space use. The Ice Core Facility is comprised of five primary functional programmatic elements: 1) Refrigerated Warehouse Spaces, 2) Refrigeration Equipment Space, 3) Shop/Storage Spaces, 4) Office and Support Spaces, and 5) Loading/Shipping Spaces. The project site is currently projected to be 19,058 sq. ft. contained within Building 810. Construction will be in accordance with the GSA 2021 PBS P-100 baseline. A major component of this project is the refrigeration scope of work which requires the maintenance of temperatures in the ice core storage space, the examination room, and staging area without interruption during the lifespan of the system. The refrigeration system is a complete system redundancy (2N) which includes the following components: 2 transcritical carbon dioxide systems, 2 gas coolers, a total of 10 redundant evaporators, one control panel per refrigeration system, 2 electrical points of connection. PROCUREMENT The GSA anticipates executing this requirement using the Design-Bid-Build (DBB) delivery method. An award is anticipated during the month of November 2023. Substantial completion is anticipated in June of 2025. Dates are estimates and are subject to change. The North American Industry Classification System (NAICS) code for this procurement will be 236220 - Commercial and Institutional Building Construction. The Small Business Size Standard is $45.0 million, effective December 19, 2022. CAPABILITY STATEMENT Respondents capable of performing the above services shall provide a general capabilities statement no more than 10 pages in length. Capabilities statements shall include the following information: Criteria 1: provide company name, DUNS number, company address, point of contact name, phone number, and email. Criteria 2: provide company business size based on NAICS code 236220 for Commercial and Institutional Building Construction. Also provide the business type (i.e. Large Business, Small business, Service- Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, etc.), the number of years in business, affiliate information, parent company, joint venture partners, and/or potential teaming partners. Criteria 3: A positive statement of your intention to propose as a prime contractor on any solicitation that may be released as a result of this sources sought notice. Criteria 4: Demonstration of successful performance of no more than two (2) DBB Projects performed within the last seven (7) years that are of comparable size, complexity, and scope to the Ice Core Facility scope described above. To demonstrate comparable size, complexity and scope, interested respondents shall address the following in each of its two DBB Projects: a. Project name and contract number b. Project owner c. Total contract dollar value at initial contract award d. Describe demonstrated expertise in construction any construction of cold storage facilities with redundant systems. Highlight any refrigeration enclosures and refrigeration equipment for extreme low temperature freezer facilities of critical nature for medical, scientific, or archival use similar in size and scope to the subject project. e. Describe relevant experience with comprehensive site planning and project phasing of similar size, scope, and complexity for extreme low temperature facilities of critical nature for medical, scientific, or archival use. Provide details of these experience as they relate to critical items with long lead times such as the transcritical CO2 skids, evaporators, and gas coolers. f. Describe experience with a critical system over a break-in period as it pertains to monitoring, adjusting, and optimizing system operation. g. Describe specific technical skills and the key personnel your company possess to perform the work described above h. Provide a statement confirming the contract delivery method was D-B-B i. Provide a statement regarding bonding capabilities Interested firms having the capabilities necessary to meet or exceed the stated requirements are encouraged to submit responses addressing each of the criteria (1-4) as stated above. It does not constitute a solicitation and is not to be considered as a commitment by the Government. A Contracting Officer's decision will be made to set any projects aside, resulting from this notice, for small or disadvantaged businesses from the qualified sources submitted from this request; therefore, all interested firms are encouraged to submit a response. All firms responding to this sources sought notice are advised that their response to this notice will not be considered for award, all interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
