As of August 19, 2022, this project has started construction. *The closed solicitation has been included below for reference: Shortlist Confirmed The City of Tempe is inviting your firm to submit a Statement of Qualifications for providing Construction Manager at Risk services for Clark Park Community Center, Pool and Park Improvements. The CMAR will enter into a Phase 1 contract to provide pre-construction services during the start of the design phase. During Phase 1 the CMAR will participate in constructability reviews, address budget and phasing challenges, seek out value engineering opportunities, and will develop construction cost models. The CMAR's cost models will be updated as the design progresses. Phase 1 Pre-construction Services by the CMAR may include the following: o Provide detailed independent cost estimating and share knowledge of market conditions o Provide project planning and scheduling o Provide phasing plans that minimize impacts to recreational and community activities at Clark Park o Provide alternate systems evaluation and constructability studies o Advise the City of ways to gain efficiency in project delivery o Advise the City on sustainable construction practices o Provide long-lead procurement studies and possibly initiate procurement of long lead items o Hazardous materials testing and the delivery of a report outlining the findings o Assist in the permitting process with the City and Maricopa County o Protect the City's sensitivity to quality, safety, and environmental factors o Participate in design review meetings Phase 2 Services by the CMAR may include: o Construct the designed improvements o Coordinate with various City departments and other agencies, Maricopa County, utility companies and similar entities o Effectively manage project phasing o Arrange for procurement of materials and equipment o Schedule and manage site operations o Bid, award, and manage all construction related contracts and subcontracts while meeting the City bid requirements including health insurance provisions o Provide quality controls o Bond and insure the construction in accordance with City requirements o Address all federal, state, county, and local permitting requirements o Deal with owner's issues including public information, resident concerns, safety and traffic issues o Maintain a safe work site for all project participants, and nearby residents and motorists
