Site work for a water / sewer project in Poplar, Montana. Completed plans call for site work for a water / sewer project.
No bids may be withdrawn after the scheduled time for the bid opening. The work generally consists of: 1. Schedule 1 - E Street West: The work of this schedule generally consists of approximately 540 LF of 8-inch SDR35 PVC opencut sewer main replacement, three eccentric manholes, 16 Sewer service reconnections, asphalt surface restoration, and other appurtenances. 2. Schedule 2 - D Street West: The work of this schedule generally consists of approximately 1,750 LF of 10-inch SDR35 PVC opencut sewer main replacement, seven eccentric manholes, 47 Sewer service reconnections, asphalt surface restoration, and other appurtenances. 3. Schedule 3 - B Street West: The work of this schedule generally consists of approximately 1,780 LF of 8-inch SDR35 PVC opencut sewer main replacement, seven eccentric manholes, approximately 36 Sewer service reconnections, asphalt surface restoration, and other appurtenances. 4. Schedule 4 - Sewer Main Siphon & Diversion Structure The work of this schedule generally consists of three - 500-footlong inverted siphons beneath the BNSF Railroad Tracks. Also included in this schedule is a cast in place siphon inlet diversion structure, and a discharge structure. Both ends of this schedule will be connected to the existing sanitary sewer collection system. The contract may be awarded based on the OWNER's best interests. The award will be based on the lowest cost combination of responsive, responsible bids of all schedules of the project. The OWNER reserves the right to award reject any and all bids. Contract Time: 1. Base Bid: b. All Schedules shall be substantially complete and ready for OWNER's use and pre-final inspection within 165 calendar days from the Notice to Proceed. c. All construction schedules shall be finally complete and ready for final payment within (30) calendar days of Substantial Completion. Liquidated Damages: 1. The CONTRACTOR shall pay the OWNER $1,750.00 for each day or part of a day that expires after the time specified for Substantial Completion of any construction schedule(s) until the Work is substantially complete. Digital copies of the Bidding Documents are available at for a fee of $30.00. Bidders must download the bidding documents from either QuestCDN or Interstate Engineering to be a registered bidder and receive addenda and any other information issued by the ENGINEER or OWNER. Addenda and other information will not be sent to Bidders that obtain copies of the bidding documents from other sources. CONTRACTOR and any of the CONTRACTOR's Subcontractors doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect Avenue, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. CONTRACTOR is required to have registered with the DLI prior to bidding on this project and all laborers and mechanics employed by the CONTRACTOR or Subcontractors in performance of the construction work shall be paid wages at rates as required by the Laws of the State of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Each bid or proposal must be accompanied by a certified check, cashier's check, or bid bond payable to the OWNER. Insurance, as required, shall be provided by the successful bidder(s) and a certificate(s) of that insurance shall be provided. The bid bond, a copy of the CONTRACTOR's license or certificate of renewal, and applicable funding requirement forms shall be included with each bid of proposal. All bids must be sealed. The Certificate Regarding Debarment shall be in included with each bid or proposal. All bids must be sealed. This project is being funded in part by USDA Rural Development. Special attention should be paid to the Funding Agency Special Provisions and the Special Requirements for Work on the Reservation, and included in these project specifications. Bidders on this work will be required to comply with all State and Federal regulations and wage rate requirements required for said funding. No bid will be read or considered which does not fully comply with the above provisions as to Bond and Licenses, and any deficient bid submitted will be resealed and returned to the Bidder immediately. The OWNER reserves the right to hold all bids and bid securities for a period not to exceed thirty (30) days and to hold the three low bids and bid securities for a period not to exceed ninety (90) days from the date of the bid opening. The OWNER may, in its sole discretion, release any Bid and return the Bid security prior to the end of these periods, waive any informality in any bid, and to reject the bid of any party who has been delinquent or unfaithful in the performance of any former contract with the OWNER. The City of Poplar, Montana is an Equal Opportunity Employer. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials.
