**Parent Project** Construction commenced with a ground-breaking ceremony on October 11, 2023. The Program involves the replacement of existing Runway 5L-23R with a similar runway parallel to the existing, and approximately 535' to the northwest. Also included in the Program are the following major items of work: 1) Demolition of existing Runway 5L-23R and construction of a parallel taxiway in its location; and 2) Relocation of a portion of Lumley Road. The preliminary construction cost estimate range is $250M to $350M. Additional information regarding the Program is given in subsequent sections herein.
