Removal of the Derelict Sailing Vessel Falls of Clyde (Foc) From Honolulu Harbor, Oahu. The State of Hawaii, Department of Transportation, Harbors Division (Hdot), Is Requesting Proposals for the Removal of the Derelict Sailing Vessel Falls of Clyde (Foc) From Honolulu Harbor, Oahu. The Offeror is to provide services of a fully qualified Contractor and team members to support and facilitate all work disposing of the FOC and comply with any and all, Federal, State and County laws, statutes, and regulations including but not limited to, if applicable: HRS Chapter 6E, HRS Chapter 343, HRS Chapter 266, the National Environmental Policy Act, and National Historic Preservation Act, best maritime practices, and best management practices, as well as comply with any and all other requirements including but not limited to requirements, if any, from any governmental agency, the State Historic Preservation Division ("SHPD"), the Advisory Council on Historic Preservation, the Environmental Protection Agency ("EPA"), U.S. Department of the Interior, and the U.S. Coast Guard ("USCG"). It is the Contractor's sole responsibility to be knowledgeable of all applicable laws and requirements and to satisfy all such laws and requirements. Offeror services shall include, but are not limited to, facilitating, and conducting (if needed) community involvement regarding the HDOT's disposal of the derelict vessel and any process which may include community discussions regarding effects on the environment or any adverse impact on the State. Offeror shall include scheduling and executing the disposal of the FOC in accordance with all Federal, State, and local rules, regulations, statutes, laws, and as permitted by law. Offeror shall facilitate and conduct presentations to the community or others to support the methodology for disposal of the FOC; and any and all other relevant work to meet the requirements of all Federal, State, or local entities. The Director of the Department of Transportation reserves the right to cancel this Request For Proposals, to reject any or all proposals in whole or in part or to waive any defects in any proposal in the best interest of the State of Hawaii.
