A certified check or bid bond payable to or naming as obligee Borough of Punxsutawney in the amount of ten percent (10%) of the bid amount must be deposited with the proposal. Bidders must submit with their bids the Non-Collusion Affidavit contained in the contract documents. The successful Bidder will be required to furnish and pay for performance and payment bonds in the full amount of the contract and submit evidence of its qualifications to perform the work. The Successful Bidder will be required to execute the Agreement and to furnish performance and payment bonds, each of said bonds to be in the amount of one hundred percent (100%) of the Contract Price, all in the respective forms provided in the Bidding Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Bidding Documents. All bonds shall be in the form prescribed in the Contract Documents and shall be executed by sureties as are named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended ) by the Audit Staff, Bureau of Government Financial Operations, U.S. Treasury Department. Notice is hereby given to bidders that this project is funded in part by the Pennsylvania Department of Community and Economic Development's CDBG Program. No less than minimum wages as required by the Davis-Bacon Act and listed in the Contract Documents must be paid to all employees on this project. The bidder must also strive to meet the goals for minority and female participation in the aggregate on-site construction work force. These goals are 5% for minorities and 3% for women. Bidders must document their efforts to solicit MBE/WBE and Section 3 participation on Form STD 286 which is provided in the Contract Documents.
