Site work and paving for a road / highway in Urbandale, Iowa. Completed plans call for site work for a road / highway; and for paving for a road / highway.
IDOT project not being bid thru the City of Urbandale Work on the improvement shall be commenced immediately upon approval of the contract by the Council, and be completed as stated below. Each proposal shall be supported by a proposal guaranty in the form prescribed in the proposal and in the amount of $75,000. Bids not so supported will not be read. The proposal guaranty shall be received, prior to the time advertised for opening of bids. The proposal guaranty may be in the form of a certified check or credit union certified share draft, cashier's check, money order, or bank draft drawn on a solvent bank or credit union. Certified checks or credit union certified share drafts shall bear an endorsement signed by a responsible official of such bank or credit union as to the amount certified. Cashier's checks, money orders, or bank drafts shall be made payable either to the Contracting Authority or to the bidder and, where made payable to the bidder, shall contain an unqualified endorsement to the Contracting Authority signed by the bidder or the bidder's authorized agent. Certified checks and credit union share drafts shall be certified, or the cashier's check shall be drawn and endorsed, in an amount not less than prescribed in the proposal. A Proposal Guaranty/Bid Bond may be used for the proposal guaranty in lieu of that specified above, using the electronic bid bond verification feature authorized by the Iowa Department of Transportation. Sales Tax Exemption. Contractors and subcontractors shall not include sales tax for material purchases. At the time of the contract acceptance by the City Council, the prime contractor and all subcontractors will be issued a certificate of exemption. Title VI of the Civil Rights Act. The City of Urbandale, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Performance Bond and Payment Provisions. The successful bidder will be required to furnish Performance Bond in an amount equal to one hundred percent (100%) of the contract price, said bond to be issued by a responsible surety and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment for all materials and labor and protect and save harmless the City, from claims and damages of any kind caused by the operation of the Contractor. Payment of the cost of said project will be made from any one or a combination of the following sources at the discretion of the Council: Cash from such funds as may be legally used for said purpose. Payments will be made to the Contractor based on monthly estimates in amounts equal to ninetyseven percent (97%) of the contract value of the work completed for the first one million dollars ($1,000,000) with no additional retainage withheld on the remainder of the contract payment amount, and will be based upon an estimate prepared on the first day of each month by the Contractor, subject to verification by City Engineer and the approval of the Clerk, who will certify to the Owner for payment of each approved estimate on or before the 10th day of the month in question. Such monthly payment will in no way be construed as an act of acceptance for any part of the work partially or totally completed. The balance of the three percent (3%) due the Contractor will be paid, subject to the conditions and in accordance with the provisions of Chapters 26 and 573 of the Code of Iowa, as amended. No partial or final payment will be due until the Contractor has certified to Owner, that the materials, labor and services involved in each estimate have been paid for in accordance with the requirements stated in the specifications. Preference of Products. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa. Reciprocal Resident Bidder and Labor Force Preference. In accordance with Iowa law, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. General Nature of Public Improvement The 128TH PAVING REPLACEMENT PROJECT shall include: o Approximately 12,600 SY of 10" PCC Pavement o Approximately 640 SY of PCC Patching o Approximately 100 SY of PCC Sidewalk o Approximately 440 SY of PCC Driveway o Related Items including restoration, traffic control, erosion control, survey. Contractor shall fully complete the project by 08/23/2022 for Site 01 and within 30 Working Days for Site 02, as defined in the proposal. A public hearing will be held by the Urbandale City Council on the proposed contract documents (plans, specifications and form of contract) and estimated cost for the improvement at its meeting at 6:00 p.m. on May 3, 2022, in said City Council Chambers, 3600 86th Street. At said hearing any interested person may appear and file objections to the plans, specifications, form of contract, or to the cost of the improvements.
