As of September 22, 2021, this project has not yet been awarded. A timeline for the award has not yet been established. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check or bid bond in the amount of $108,000.00 (one hundred eight thousand dollars). The estimated contract price range: $1,900,000 - $2,500,000 Work includes reconstruct existing asphalt parking lot using light colored permeable concrete pavers in parking spaces to reduce heat island effect, rebuild entry drive and ADA accessible walkway with entry courtyard to the Environmental Center. Other items include: parking lot drainage structures, solar lighting in parking area and dark sky compliant pedestrian lighting, rain gardens will be constructed in parking area with native plant species. A marsh migration area will be added adjacent to the Hudson River including retention ponds for storm water management to infiltrate storm water from parking lot area. Work also includes masonry repairs to the Environmental Center foundation and seawall. Effective January 11, 2020, for any projects where the project design commenced on or after January 1, 2020 and for any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,400,000 or less, as adjusted annually for inflation beginning January 1, 2020. If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.
