Work to be Performed: The work to be done consists of the removal and replacement of asphalt along the Mesa Ridge and Deerfield Corridor Trails including but not limited to saw-cutting, adjusting of existing facilities and excavation and asphalt replacement. Award of the contract, if it is to be awarded, will be determined, and evaluating by the most responsive and responsible proposal, the prices will not necessarily be controlling, but quality, equality, efficiency, utility, general terms, delivery, suitability of the service offered, and the reputation of the service in general use will also be considered with any other relevant factors whose proposal complies with all the requirements described. Such award, if made, will be made at a meeting of the Antioch City Council within 90 days after the opening of the proposal. No bidder may withdraw his bid after the time announcement for the opening, on or before the award and execution of the contract, unless the award is delayed for a period exceeding one hundred ten days. For any moneys earned by the contractor and withheld by the City of Antioch to ensure the performance of the contract, the Contractor may, at his request and expense, substitute securities equivalent to the amount withheld in the form and manner and subject to the conditions provided in Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California. The special attention of prospective bidders is called to the "General Conditions" included in the Request for Proposal for full directions as to bidding, etc. The City of Antioch reserves the right to reject any and all bids or portions thereof; to accept a bid or portion thereof; to postpone making the award for a reasonable length of time; or to waive irregularities not affecting substantial rights.
