The U.S. Army Corps of Engineers, Kansas City District intends to solicit and award a Design-Bid-Build contract to perform construction of an Air Traffic Control Tower and demolition of existing Control Tower and associated structures at Fort Riley, Kansas, in Geary County. The Government proposes to issue a firm fixed price type contract for this project. THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. THIS DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT, NOR DOES IT OBLIGATE THE GOVERNMENT TO PRODUCE A SOLICITATION IN THE FUTURE. ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION OR FOLLOW UP REQUESTS. The purpose of this Sources Sought Notice is to obtain insight into the interest, capabilities and qualifications of firms to perform a firm fixed price Design-Bid- Build construction type contract of this magnitude and to determine if there is adequate competition to compete and successfully perform. This Sources Sought notice is unrestricted at this time and is a market research tool used for planning purposes only. The scope of work for this Design-Bid-Build project is to construct a 10-story Air Traffic Control Tower consisting of control CAB, offices, conference room, breakroom, electrical and mechanical rooms, radar simulator room and associated utility and site work. The project includes, but is not limited to, construction of concrete foundation systems, steel framing, masonry walls, metal roof, fire detection and suppression systems, HVAC, electrical systems, telecommunication systems, backup electrical generation, elevator, utilities, sidewalks, access drive, grading and site improvements, and other required features of work. Demolition of the existing Air Traffic Control Tower and associated structures is also required. The project will be designed as permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and comply with applicable UFC's including UFC 1-200-02, High Performance and Sustainable Building Requirements and UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings The magnitude of this project is between $10,000,000 and $25,000,000. The applicable North American Industrial Classification System (NAICS) for this procurement is 236220 and $39.5M size standard. COVER LETTER: 1. Offeror's name, address, point of contact, phone number, and e-mail address. 2. Firm's DUNS number. 3. Offeror's interest in providing a proposal if a solicitation is issued. 4. Offeror's capability to perform a contract of this magnitude and complexity. 5. Offeror's type of business and business size. 6. Offeror's Joint Venture information, existing and potential, if applicable. 7. Offeror's Bonding Capability: Bonding Surety Letter. Offer must provide a letter or other documentation from a surety appearing on the Department of Treasury Circular 570 (list of approved sureties) stating that the Offeror is able to provide a bid bond and obtain Performance and Payment Bonds for $10 million - $25 million Aggregate. SOURCES SOUGHT QUESTIONS: Prior experience with construction projects that have similar scope and magnitude. Provide examples, preferably on a Military Installation, with summaries of past performance for up to (3) three Air Traffic Control Tower projects within the last (10) ten years. Include as much of the following information as possible: Design-Bid-Build construction experience Dollar amount of the contract Brief description of the technical requirements of that project Description of work performed and whether it was self-performed or performed by a subcontractor. Specifically identify any work self-performed other than administrative. Indication of project duration Evidence of performing work adjacent to a restricted flight line on a military installation. Evidence in working and coordinating a crane around a working airfield. Evidence of LEED Silver or higher on Design-Bid-Build projects. Contractor may submit examples of work done by a subcontractor if that subcontractor intends to enter into a letter of commitment with the contractor. Joint Venture Information, if applicable. Existing and potential. Please address your firm's plan to include small business participation to the maximum extent practical on a project of this size and magnitude. Please provide suggested small business goals which maximize small business participation. The response must be specific to the qualifications listed above to show that the respondent is qualified and possesses the necessary skills, experience and capabilities. If a response does not clearly demonstrate that the respondent meets the qualifications, possess the necessary skills, experience and capability the response will not be considered as confirmed capability for the purposes of market research which will be used to support procurement planning initiatives.
