As of 11/04/2021 For the Phase 3 CDD Project RFP, no responsive bids were received. Subsequently, the District has entered into a contract with J.B. Coxwell Contracting, Inc. for the work. It is anticipated to start on or around November 22, 2021. Deadline for he Submission of questions has been extended to 5:00 p.m. Monday August 9, 2021. The District Community Development District (District or CDD), located in the City of Jacksonville, Duval County, Florida, hereby announces that it is soliciting proposals to provide labor, materials, equipment and construction services in connection with the development of Phase 3 CDD Project (Roadways, Stormwater, Utilities, Landscaping, and Other Infrastructure) of the Districts capital improvement plan. The land within the District is being developed into a 32-acre mixed-use development, which is intended to revitalize the South Bank area along the St. Johns River in the City of Jacksonville. The Projects (defined herein) will deliver public infrastructure for the mixed-use development and are intended to include roadways, parking facilities, utilities, earthwork and environmental improvements, stormwater management improvements, Seawall and Retaining Wall Replacement improvements, landscaping, signage, lighting, and other similar infrastructure. The Projects include public infrastructure for the District (CDD Project), as well as public infrastructure for the City of Jacksonvilles Downtown Investment Authority (CRA Project, together with the CDD Project, Projects). Presently, the District is only soliciting proposals for the CDD Project portion of Phase 3 (Roadways, Stormwater, Utilities, Landscaping, and Other Infrastructure), which consists of constructing, among other things, new roadways, parking facilities, water and sewer utilities, earthwork improvements, stormwater management facilities, landscaping and irrigation, lighting, and underground electrical infrastructure, as shown in the Districts construction plans for Roadway & Utility Plans Bid Set and Landscape, Hardscape, Irrigation Streetscape Plans Bid Set. The District reserves the right in its sole discretion to make changes to the Project Manual up until the Proposal Deadline (defined herein), and to provide notice of such changes only to those Proposers who have provided their contact information to the District Engineer via e-mail at DistrictPhase3RFP@kimley-horn.com. To be eligible to submit a proposal, and in addition to any other requirements set forth in the Project Manual, an interested firm must hold all required local, state and federal licenses in good standing, and be authorized to do business in the City of Jacksonville, Duval County and the State of Florida. TIME IS OF THE ESSENCE WITH RESPECT TO THE PROJECTS. Proposals will be evaluated in accordance with the criteria included in the Project Manual. The District reserves the right to reject any and all Proposals, make modifications to the work, award the contracts in whole or in part with or without cause, and waive minor or technical irregularities in any Proposal, as it deems appropriate, and if the District determines in its discretion that it is in the Districts best interests to do so. Any protest of the Project Manual, including, but not limited to the terms and specifications, must be filed with the District within 5 business days of posting of the Project Manual, together with a protest bond in a form acceptable to the District and in the amount of $150,000. In the event the protest is successful, the protest bond shall be refunded to the protestor. In the event the protest is unsuccessful, the protest bond shall be applied towards the Districts costs, expenses and attorneys fees associated with hearing and defending the protest. Failure to timely file a protest, or failure to timely post a protest bond, will result in a waiver of proceedings under Chapter 190, Florida Statutes, and other law. The successful Proposer will be required upon award to furnish payment and performance bonds for one hundred percent (100%) of the value of the contracts (as described in the Project Manual), with a surety acceptable to the District, and in accordance with Section 255.05, Florida Statutes.
