This project is being let using a new single prime bidding and contracting process. DFD will publicly bid the applicable mechanical, electrical, plumbing, and fire protection (MEP) divisions of work first. Within 5 days of the MEP bid opening, DFD will identify a lowest, qualified, responsible, certified bidder in each applicable MEP division of work. These successful MEP bids must be included in all general prime contractor bids received. No later than 5 days after DFD identifies the successful MEP bids, DFD will publicly open general prime contractor bids. General prime contractor bids that do not include the successful MEP bids will be rejected. The state will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor and this general prime contractor will enter into subcontracts with the successful MEP bidders In general, the work consists of replacing the deaerator heater and storage tank at the Mendota Mental Health Institute central heating plant with a new unit. Selective demolition of the roof above the deaerator will allow the existing unit to be removed and the new unit to be brought onto the second floor of the building. Existing steam and feedwater piping will be replaced as necessary. The building envelope will be restored after the new unit is brought into the plant. The conference line will be open at 1:45 P.M. CDT and all bids will be opened after 2:00 P.M. CDT. All in person bid openings will be discontinued at this time. PDF files with electronic signatures using a remote online signature or notarization technology provider (approved providers only). Electronic signatures must also be accompanied by telephone numbers for all signatories as well as the bond principal and issuing surety on bond documents for oral verification (only PDF files will be accepted) emailed to doadfdmbidsubmission@wisconsin.gov (this is the preferred method).
