Demolition, site work, paving and new construction of a civil project in Ellisburg, New York. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
As of February 4, 2022. The project has not been awarded and no specific time frame for award has been determined at this time. Pursuant to the provisions of Section 103 of the General Municipal Law, State of New York, Notice is hereby given Jefferson County will accept sealed bids for: County Road 87 over Lindsey Creek Bridge Replacement Project Town of Ellisburg, Jefferson County, PIN 7753.85. The Owner is Jefferson County and the work site is located in the Town of Ellisburg. The project's limits extend from approximately 305 ft. north and 430 ft. south of County Road 87 over Lindsey Creek Bridge. The work includes providing all labor, materials, machinery, tools, equipment, and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: removal of the existing concrete substructure and jack arch structure, replacement with precast concrete beams superstructure with asphalt overlay and concrete substructure, founded on rock. Heavy stone fill will be placed in the vicinity of the wingwalls and along Lindsey Creek. Removal and replacement of guide railing within the project limits. There will be full-depth pavement reconstruction within the limits of the project. The proposed work will be performed while traffic is maintained via an offsite detour. This is a Locally Administered Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on May 1, 2021, as posted on the New York State Department of Transportation's website must be followed by the successful bidder. The DBE goal for this project is: 4%. The EEO Employment goals for this project are: 2.5% Minority Employment, 6.9% Women Employment Goal. The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. No residential or geographical restrictions will be in effect for this project. Applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent. Contract Documents, including Invitation to Bidders, Instructions to Bidders, Wage Rates, Bid Documents, Agreement, Special Notes, Specifications, Contract Drawings, and any Addenda, may be examined at no expense, at the office of Jefferson County Highway Department at 21897 County Road 190 Watertown, New York 13601, Foit- Albert Associates at 295 Main Street, Suite 200 Buffalo, New York 14203 between the hours of 9:00 am and 3:00 pm Monday through Friday, or Jefferson County Purchasing Department at 195 Arsenal Street Watertown, New York 13601. No questions or inquiries regarding this bid will be accepted within three (3) business days prior to the bid opening. Contractors that obtain Contract Documents from a source other than the issuing office must notify the issuing office in order to be placed on the official Plan Holder List, to receive Addenda and any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted. Addenda will be emailed from Michael Cox, Foit-Albert Associates to Bidders listed on the official Plan Holders List. An emailed response from the Bidder, to the Addendum sent by Michael Cox, Foit- Albert Associates will act as proof that the Bidder received the Addendum. In addition to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum on page 22 of the Bid Form and the Acknowledgement of Receipt of Addenda, page 22. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda so issued shall become part of the Contract Documents. Bidders shall promptly notify Michael Cox, Project Manager, Foit-Albert Associates of any errors, omissions, conflicts, or ambiguity within the Contract Documents within five (5) business days of bid opening. The work will begin thirty (30) calendar days from Notice to Proceed and ready for final payment on 10/14/2022. The successful Bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968, and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804). Successful bidders will be required to pay prevailing wage rates on this contract. Jefferson County reserves the right to consider the bids for forty-five (45) days after receipt before awarding any Contract, and to waive any minor informalities in, and to reject, any and all bids.
