Site work and paving for a mixed-use development in Ashtabula, Ohio. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Base Bid of the project will consist of roadway reconstruction and resurfacing on Lake Avenue (West Avenue to State Route 531) in the city of Ashtabula, Ohio. The work included in the project is as follows: edge reconstruction, underdrain installation, curb replacement, resurfacing, drainage improvements, curb ramp construction, and restoration work. There will be four (4) Alternate Bids included as part of the project which includes a Pavement Interlayer and Chip Seal in different sections of the project area. Each bidder is required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The owner intends and requires that this project be completed in sixty (60) calendar days from the notice to proceed. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 shall be required. Bidders must comply with the Davis Bacon Wage Rates for on Public Improvements in Ashtabula County and the City of Ashtabula, Ohio. No bidder shall be considered a competent and responsible bidder or eligible to be awarded the contract to which this Notice applies if the bidder is listed on the Auditor of State's database as having a "Finding of Recovery" as that term is defined in O.R.C. 9.24. Bid totals will be recorded on a bid tabulation sheet. The bid tabulation sheet will be signed by a minimum of two representatives of the City of Ashtabula. Once the bid is awarded, the bid tabulation sheet and any other documents pertaining to the project will then be considered public record per ORC 9.28 The City of Ashtabula reserves the right to reject any or all bids and to waive any formalities or irregularities in bidding. The owner intends and requires that this project be completed in sixty (60) calendar days from the notice to proceed.
