The City of Rock Island is requesting bids from contractors for a rehabilitation project at a house located at 2934 5 th Avenue. This owner-occupied property will be undergoing rehabilitation using Housing and Urban Development (HUD) funds to ameliorate deteriorating and deteriorated conditions. All work shall be subject to HUD 35.930 and Environmental Protection Agency (EPA) regulations. Contractors who are interested in this project will need to schedule a site visit with the homeowner, Olivia Cortez, by calling them at 309-644-1400, prior to submitting the bid. Sealed bids must be received on or before 7/23/2021 at 2 PM. They shall be addressed and marked as follows. Scope of Work The bidder shall submit a project plan using the design standards below that is in compliance with all applicable HUD, EPA, and State of Illinois regulations as well as all local building and zoning codes. The plan must include a clear project timeline and budget with line item costs. The contractor shall act as the general contractor for the project using subcontractors as required. Subcontractors that will be required should be clearly identified in the project plan. Remove the front porch deck and steps. Leaving the roof and beam intact. Build new deck to code with treated lumber. Install steps to code. Install round columns to as closely resemble original columns that are taken down. Remove deck on the rear corner leaving the roof intact. Remove steps and hand rail. Build new deck and steps out of treated lumber. Use treated 4x4's for support post under the existing roof. Patch holes in the roof sheathing from storm damage. The east side of house has an old door going to old set of steps. This needs to be framed in and covered, flashed, and siding with primed car siding. Clean out chimney from the trees growing out of top. Bend galvanized metal over the chimney top forming a water tight seal. Repair all and any soffit and facia with aluminum. Install new gutters and downs with 4' tails draining away from the foundation.
