Demolition, site work, paving and new construction of a bridge / tunnel in Pittsgrove, New Jersey. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.

As of October 05, 2021, this project was awarded to South State, Inc. for $3,715,459.25. *Potential bidders must obtain bid documents from The County of Salem* Plans and Specifications for this Project are on file in the Office of the Salem County Engineer, 110 Fifth Street, Suite 600, Salem, New Jersey 08079. Plans and Specifications may be inspected during regular business hours, Monday to Friday, 8:30 AM to 4:00 PM. If you intend to appear in person to pick up Plans and Specifications for this Project you MUST call the Salem County Engineer's Office at (856) 935-7510 extension 8549 one (1) day in advance in order to be registered to enter the building. During the call you will be asked a series of questions that must be answered prior to being approved for building access. Be advised you MUST wear a face mask to enter the building and you will be required to submit to a temperature check. You will be permitted only into the Lobby to pick up the Plans and Specifications from the Sheriff's Officer stationed at the door. All Bids must be received on or before the scheduled time. Salem County is not responsible for late delivery of Bids. Late Bids will not be considered. A CONSENT OF SURETY from an approved Surety Company must also be submitted with the Bid. Suppliers are hereby put on notice that Prevailing Wage Rates Chapter 150; and Chapter 33 of Public Laws of 1977 will be enforced in this Contract. Bidders are required to comply with the requirements of P.L. 1975 c. 127. Right is reserved to reject all Bids received and to limit purchases to funds available, in accordance with applicable law. Bids are being solicited through a Fair and Open process in accordance with N.J.S.A. 19:44A-20.4, et seq. In lieu of dropping off Bid documents in person we strongly request you use the US Postal System Certified Mail, "Fed Ex", "UPS" or other mail delivery service that will be able to confirm receipt of delivery. Salem County continues to receive mail and deliveries on a daily basis. If you intend to appear in person to drop off the Bid document, you MUST call the Salem County Engineer's Office at (856) 935-7510 extension 8549 one (1) day in advance in order to be registered to enter the building. Be advised you MUST wear a face mask to enter the building and you will be required to submit to a temperature check. You will be permitted only into the Lobby to drop off Bid documents to the Sheriff's Officer stationed at the door. IMPORTANT INFORMATION RELATIVE TO THE BID OPENING At the present time Salem County has decided NOT to postpone or cancel the receipt of Bids. We are closely monitoring the evolution of the COVID-19 Pandemic and will issue an addendum should any change be necessary in our Bid acceptance schedule or process. N.J.S.A. 40A:11-23 requires Salem County to conduct a physical "public opening" despite the Governor's Executive Orders. Salem County will offer a public space at 110 5th Street, Conference Room 400a that enables us to adhere to the "Social Distancing" mandates that may be in place at the time of the Bid opening. However, in order to safeguard all parties involved, we have restricted public access to our buildings and require ALL visitors to call in advance and schedule time with the Engineer's Office in order to gain access to our Facility. This includes dropping off Bid documents and attendance in person at Bid openings. Before the Bid opening you will be asked to state your name and organization so it can be recorded on the sign-in sheet and you will be noted as participating remotely. If you chose to attend the Bid opening in person you assume all risk for any potential exposures. If you plan to attend the Bid opening in person you MUST call the Salem County Engineer's Office (856) 935-7510 extension 8549 no later than Tuesday, August 3, 2021 at 1:00 PM. At that time, you will be asked a series of questions prior to being registered to gain entry to the building. Be advised you MUST wear a mask to enter the building and you will be required to submit to a temperature check. You will have limited access only to Conference Room #400a for the Bid opening. No other access throughout the building will be permitted. *The scope of work includes the complete removal and disposal of the existing 3-span steel and concrete superstructure and the reinforced concrete substructure. Demolition includes the installation of a steel sheet-pile cofferdam, left-in-place, and cutting or removing the existing timber foundation piles. Clearing site shall include the removal and disposal of the steel beam guide rail along both approaches. The proposed bridge substructure consists of reinforced concrete abutments and wingwalls founded on 14” C.I.P. concrete piles. The superstructure consists of a single span with six 45”-deep prestressed concrete I-beams and a 10”-thick concrete deck. Concrete parapets, 3’-6” high, shall be constructed along the deck and wingwalls. Approach work includes construction of reinforced concrete approach slabs; full-depth HMA pavement; milling and overlay of HMA pavement; installation of steel beam guide rail and concrete curb; and grading and stabilization of the embankments. Stone rip rap shall be installed along the wingwalls and in front of the abutments within the limits of the steel sheet-pile cofferdam, left-in-place. Traffic along Gershal Avenue, local road, shall be detoured during construction. This project also includes Riparian Mitigation work to be performed within Deer Pen Park which involves the planting of shrubs and trees and the construction of fenced enclaves around the plantings. The Contractor is responsible for “Work Zone Safety”. Signs, barricades, or barriers required to ensure a safe work area are the responsibility of the Contractor and the cost shall be included in the Price Bid for the other items in the Proposal. No work shall begin until the proper work zone has been established and the proper signs are installed. The Contractor shall be required to detour traffic as shown on the contract plans. The Traffic Detour Plan is based on the requirement of the current “Manual on Uniform Traffic Control Devices” (M.U.T.C.D.). *
