Bids are invited for several items and quantities of work as follows: Installation of approximately 31,048 linear feet of gravity sewer line, manholes, and associated appurtenances. All addenda issued for this project will only be posted on www.civcastusa. com. The City of Bonham reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of Bonham for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The City of Bonham reserves the right to reject any or all bids, evaluate bids using scoring criteria, or to waive any informality in the bidding in accordance with Title 8, Subtitle A, Chapter 252.043 of the Local Government Code. Any contract or contracts awarded under this Invitation for Bid (IFB) or Request for Qualifications (RFQ) are expected to be funded in part by financial assistance from the TWDB and require TWDB concurrence with award and Notice to Proceed. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a party to this IFB, RFQ, or any resulting contract. Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Streel (AIS) requirements of Section 608 of the Federal Water Pollution Control Act, and must include executed Bid, Payment, and Performance Bonds. This contract is subject to the Environmental Protection Agency's (EPA) "fair share policy", which includes EPA-approved "fair share goals" for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories. EPA's policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to Minority Business Enterprise and Women-Owned Business Enterprise firms. Although EPA's policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps.
