Notice Content ADVERTISEMENT FOR BIDS SEALED BIDS for the furnishing of the necessary materials and construction of the NEWARK ROAD WATERLINE REPLACEMENT ZANESVILLE, OHIO will be received by the City of Zanesville, Ohio at the office of the Purchasing Agent, Municipal Building, 401 Markqt Street, Room 106, Zanesville, Ohio 43701 until 12:00 Noon (Local Time) Tuesday, July 27, 2021 and at that time and place will be publicly opened and read aloud. Scope of this project consists of the installation of approximately 4,400 lineal feet of 6" waterline including new hydrants, valves, service lines and general restoration. The contract documents, including plans and specifications, are on file at the office of the City of Zanesville, Ohio and the Architect/Engineer -- Poggemeyer Design Group, Inc. (PDG). The documents may be viewed and ordered online from Becker Impressions, 4646 Angola Road, Toledo, Ohio 43615, Telephone 419-385-5303, www.pdgplanroom.com for the cost of reproduction to be paid to the printing company at the time the documents are ordered. Shipping and tax charges are the bidder's responsibility and payable directly to Becker Impressions. The Engineer for the Project is Neal Materni, Poggemeyer Design Group, Inc., 1168 North Main Street, Bowling Green, Ohio 43402; phone 419-352-7537, Ext. 367; fax: 419-353-0187. All bids must be signed and submitted on the blanks which are bound in this booklet. Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked --NEWARK ROAD WATERLINE REPLACEMENT --- and addressed to the City of Zanesville, 401 Market Street, Room 106, Zanesville, Ohio 43701. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier's check or letter of credit in favor of the City of Zanesville, Ohio in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Muskingum County, Ohio. The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio. Attention of the bidders is called to the requirements of the City of Zanesville's income tax (Codified Ordinances of the City of Zanesville, Ohio, Chapter 181). Bid proposals will be judged on the statutory standard of "lowest and best bid" proposal and this project is also subject to Ordinance 08-44(A) Local Bid Preference (Codified Ordinances of the City of Zanesville, Ohio Chapter 189). The City of Zanesville reserves the right to accept or reject any or all bids, waive formalities, re-advertise and/or take such other steps decreed necessary and in the best interests of the City. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. The estimated cost of construction is $440,000. By Order of Donald Mason, Mayor Scope of this project consists of the installation of approximately 4,400 lineal feet of 6" waterline including new hydrants, valves, service lines and general restoration. 1. Work associated with this project includes installation of a new 6" waterline including all associated valves, hydrants and service lines. 2. Alternate bids will be reviewed for the installation of new meter pits and meters
