Wildlife Fence Installation, Repair and Replacement - Westerly State Airport The Project consists of a base bid that includes the following elements: > Clearing of vegetation along existing and proposed fence lines. > Provision of erosion and sediment controls. > Repairs to damaged sections of existing airfield fence, addition of wildlife skirt at the bottom and barbwire at top of the existing fence where missing. > Demolition and removal of segments of damaged or redundant existing fence. > Installation of new fence and gates in uplands > Installation and later removal of swamp mats in wetlands > Installation of new fence in wetlands > Removal of erosion and sediment controls The work will be accomplished in one phase to optimize production and shorten the overall work period. The airport will remain open during construction and the contractor must access work areas, position work equipment and materials to minimize interference with airport operations. It is essential that the contractor closely follow instructions provided by the RIAC representative or other responsible party assigned by the RIAC. The Construction Safety and Phasing Plan is provided in Appendix A. Areas to be closed to Aircraft Operations - The operator does not intend to close any part of the airfield to aircraft operations during the construction project. Contractor Staging Area - The contractor staging area will be used for contractor employee parking, material storage, equipment storage, and material delivery for the duration of the Project. Care must be taken not to interfere with the Westerly State Airport overflow parking between the months of May through September. Construction Access and Haul Routes - The contractor shall access the airport from Airport Road using the intersection with US Route 1 then following the entrance to the terminal from Airport Road. There will be no access from Tom Harvey Road, Wicklow Road, or US Route 1, though vehicles may park along these roads during work on the fence segments adjacent to these roads. In all cases always follow specific instructions provided by the RIAC representative or other responsible party assigned by the RIAC to manage construction operations at the airport The purpose of erosion, runoff, and sedimentation control measures is to prevent pollutants from leaving the construction site and entering waterways or environmentally sensitive areas during and after construction. This SESC Plan has been prepared prior to the initiation of construction activities to address anticipated worksite conditions. The control measures depicted on the site plan and described in this narrative should be considered the minimum measures required to control erosion, sedimentation, and stormwater runoff at the site. Since construction is a dynamic process with changing site conditions, it is the operator's responsibility to manage the site during each construction phase so as to prevent pollutants from leaving the site. This may require the operator to revise and amend the SESC Plan during construction to address varying site and/or weather conditions, such as by adding or realigning erosion or sediment controls to ensure the SESC Plan remains compliant with the RIPDES Construction General Permit. Records of these changes must be added to the amendment log attached to the SESC Plan, and to the site plans as "red-lined" drawings. Please Note: Even if practices are correctly installed on a site according to the approved plan, the site is only in compliance when erosion, runoff, and sedimentation are effectively controlled throughout the entire site. This project generally consists of: - Identifying limits of clearing and grubbing for the installation of new fence in woodlands - Clearing and grubbing along forested portions of the proposed new chain link fence alignment - Installation of new chain link fence with wildlife skirt in uplands and in regulated wetlands - Replacement and/or repair of existing fence - Installation of wildlife skirt on existing fence -Removal of vegetation along existing fence - Erosion and sedimentation control installation and removal -Seedbed preparation and seeding All questions or requests for clarification regarding the bid documents or the project are to be submitted by email to the Office of Procurement via email at procurement@pvdairport.com.
