Cook U.S. Mail Oak Lawn Regional Emergency Communications Center Notice is hereby given that the Village of Oak Lawn, Illinois, hereinafter referred to as "Owner", is receiving sealed bids for work related to the above-mentioned project. The following information and special notice are presented to prospective bidders. A. Project Information 1. Project Name: Oak Lawn Regional Emergency Communications Center 2. Project Owner: Village of Oak Lawn, Illinois 9446 S. Raymond Ave. Oak Lawn, IL 60453 3. Project Description: This is the first bid phase of a multiple bid phase project. The project consists of a new, one story, 4,600 sf emergency communications dispatch center, as well as a new 180 foot communication tower. The first bid phase includes site clearing, rough grading, site utility work, cast-in-place concrete foundation and walls, precast concrete roof panels, and plumbing for the dispatch center, and cast-in place foundation for the communication tower. Future bid phases will include remaining packages to complete the work of the dispatch center and communication tower. 4. Project Location: 5701 W. 98th St. Oak Lawn, IL 60453 B. Bidding Format 1. The project is being bid and constructed using multiple trade packages. The following packages are being bid at this time: Trade Package 03C1: Cast-in-Place Concrete Trade Package 03P: Precast Concrete Roof Panels Trade Package 22: Plumbing Trade Package 31: Utilities and Earthwork 2. The following packages will be bid at a later date: Trade Package 03C2: Tower Foundation Trade Package 04: Masonry Trade Package 06FC: Finish Carpentry Trade Package 07I: Insulation Trade Package 09A: Acoustical Ceilings Trade Package 09AF: Access Flooring Trade Package 09D: Framing & Drywall Trade Package 09GF: General Flooring Trade Package 09P: Painting Trade Package 23: HVAC Trade Package 26: Electrical Trade Package 27: Low Voltage Systems Trade Package 32A: Asphalt Paving Trade Package 32C: Concrete Paving Trade Package 32F: Fencing Trade Package 35F: Dispatch Furniture PYRAMID NOTICE TO BIDDERS 001000 Page 2 of 3 Trade Package 35TL: Self-Supported Communication Tower (Labor Only) Trade Package 35TM: Self-Supported Communication Tower (Material Only) 3. Construction contracts will be directly between the individual trade package contractors and the Owner, and overall construction administration of the project will be the responsibility of PYRAMID. 2. All prime contractors, subcontractors, and other interested parties are invited to attend. E. Bid Delivery: 1. Bids shall be sent or delivered in person to: Village Clerk Village of Oak Lawn 9446 S. Raymond Ave. Oak Lawn, IL 60453 3. Bids received after Bid Time will be returned unopened. 4. Faxed or e-mailed bids will not be accepted. 5. Bidders are required to enclose with each bid the following bid forms (in duplicate): a. Bid Document 003000 - Stipulated Bid Form - Base Bid. b. Bid Security (see below) c. Financial Statement d. Insurance Requirements 6. Each envelope that bids are included in is required to have a label on the outside indicating project name, trade package(s) being bid, and bidder's name and address. Miscellaneous Provisions Should a successful bidder withdraw his bid, or fail to execute a satisfactory Contract, the Owner may then declare the bid deposit of bond or check forfeited as liquidated damages but not as a penalty. 3. The Owner reserves the right to reject any proposal, or all proposals, or to accept any proposal or proposals, or to make such combination of proposals as may seem desirable, and to waive any and all informalities in bidding. Any proposal may be withdrawn prior to the above scheduled time for the opening of proposals or authorized postponement thereof. Any proposal received after the time and date specified shall not be considered. The Owner reserves the right to accept or reject any bid or waive any informality or errors in bidding for a period of 90 days after bid date. 4. A conditional or qualified Bid will not be accepted. Award will be made to the lowest responsive and responsible bidder. 5. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout. 6. Proposals shall be properly and completely executed on proposal forms included in the Project Manual. 7. Bidders shall also submit a current financial statement, either with the Bid at Bid Time, or upon request immediately during bid review. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein. 8. Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Bid Documents (Construction Drawings, Project Manual, and Addenda). The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid. 9. Bids must be in compliance with the State of Illinois Prevailing Wage Act.
