Site work, paving and new construction of a mixed-use development in Owls Head, Maine. Completed plans call for the construction of a transportation facility; for site work for a transportation facility; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The proposed work may include, but is not necessarily limited to: Demolition of the existing crew house/former airport manager's house including foundation, earthwork to prepare for the new foundation, construction of the proposed airport operations facility including foundation, construction of the parking lot/driveway, removal of existing septic system and replacement with new septic system, and other ancillary improvements. All Requests for Information (RFI's) must be submitted no later than Monday, August 9, 2021 to the Engineer, using airport.bids@stantec.com email address. Bid security in the amount of at least five percent (5%) of the total bid must be submitted with the Bid. The bid security may be either a certified check or a proposal guaranty bond executed by a surety company authorized to do business in the State of Maine. Bid security shall be made payable to the Knox County Regional Airport. Late bids, unsigned bids, faxed bids, or bids submitted without security will not be considered. The successful bidder must furnish a 100 percent Performance Bond, and a 100 percent Labor and Materials Payment Bond, and begin execution of this contract within five (5) calendar days following the Notice to Proceed. Construction under this contract will be funded by Federal Grant under the CARES Act and will be subject to all applicable requirements of the U.S. Department of Transportation / Federal Aviation Administration. The County of Knox in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The contractor must comply with Federal Aviation Regulation Part 152 Subpart E including the Buy American Preferences, Davis-Bacon Act, and Veteran's Preference. The contractor must pay wages to employees in compliance with the minimum wages established by the latest U.S. Department of Labor Wage Determination CH 149, 26-27D, M.G.L for Knox County, Maine. The requirements of 49 CFR part 26 apply to this contract.
