Estimate is in the range of $200,000 Project Description: The work consists of furnishing all materials, equipment, tools, labor, and incidentals as described in detail in the Bidding and Contract Documents, Plans and Specifications to construct the project. Major work components include site preparation, installation of playground equipment and fitness equipment. Bidders Guarantee: Each bid must be accompanied by cash or a certified check or a cashiers check or bidder's bond made payable to the City of West Covina for an amount equal to at least ten percent (10%) of the total contract price. In accordance with Public Contract Code Section 20170, the Bidders Bond shall be issued by a surety company admitted to do business in the State of California. Further, in accordance with Public Contract Code Section 20172, such guarantee shall be forfeited should the bidder to whom the contract is awarded fail to enter into the contract within the specified time. Equivalent Securities: Pursuant to California Public Contract Code Section 22300, substitution of eligible and equivalent securities for any moneys withheld to ensure performance under the contract for the work to be performed will be permitted at the request and expense of the successful bidder. Contractor License: In accordance with provisions of Section 3300 of the California Public Contract Code, City of West Covina has determined that the contractor shall possess a class "A" OR "B" valid California Contractor's License. Failure to possess such license may render the bid as non-responsive and bar the award of the contract to that non-responsive Bidder. The successful Contractor and subcontractors will be required to possess business licenses from the City of West Covina. Contractors Registration with the Department of Industrial Relations: The Bidder's attention is directed to Labor Code Section 1725.5, which provides that a contractor or subcontractor shall not be qualified to bid on, be listed in a Bid proposal, subject to the requirements of Public Contract Code Section 4104, or engage in the performance of any contract that is subject to Labor Code Section 1720 et seq., unless currently registered and qualified to preform public work pursuant to Labor Code Section 1725.5. DBE: This project does not have a mandatory DBE participation. However, the City hereby notifies all qualified bidders that it will affirmatively insure that qualified minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the basis of race, color, national origin, ancestry, sex, religion, or handicap in consideration for an award. Attention is directed to the provisions of Section 1777.5 (Chapter 1411, Statutes of 1968) and 1777.5 of the Labor Code concerning the employment of apprentices by the Contractors or any such subcontractors under hire. The bidders and the selected Contractor shall not allow discrimination in employment practices on the basis of race, color, national origin, ancestry, sex, religion, or handicap. Bids must be prepared on the approved Proposal forms in conformance with the Instructions to Bidders and submitted in a sealed envelope plainly marked on the outside. Any contract entered into pursuant to this notice shall become effective or enforceable against the City only when the formal written contract has been duly executed by the appropriate officers of the City. The City reserves the right to reject any or all bids, to waive any irregularity, and to take all bids under advisement for a period of sixty (60) calendar days.
