Entities that do not obtain Bid Documents from this source will not receive addenda and/or clarifications. Bidders relying on plan rooms or other services to obtain Bid Documents, rather than obtaining them directly from the source are doing so at their own risk. A.BASE BID -The Work to be completed for this Project consists of furnishing all labor, materials, earthwork, construction operations, details, supervision and coordination of all trades, utility suppliers, governmental inspections and approvals to complete the construction, installation, and coordination for the City of Dacula "William Street Storm Drainage Improvements" Project as follows: The City of Dacula is currently addressing several drainage complaints made by residents adjacent to City streets where stormwater drainage from significant rain events are causing issues with residential properties. The particular drainage complaint location is located at #750 William Street. The subject property is located at the low point of the drainage basin for an area that encompasses the majority of residential lots along William Street as well as a portion of William Circle. Stormwater drains from the streets and residential lots into the roadside ditches and downstream through driveway culverts before discharging into the existing drainage ditch along the property line between #750 and #754 William Street. The existing ditches along William Street over time have filled with sediment and do not have the capacity that was originally designed many years ago when the subdivision was constructed. Many of the existing driveway culverts are also half filled with sediment and do not provide the capacity to convey the stormwater downstream without overtopping or allowing stormwater to cross the road. Since the low point along William Street occurs in the curve of the road and is upstream of the subject property; stormwater as previously described jumps out of the existing ditch and crosses the road draining down the driveway and into the yard or garage of the subject property. The existing storm pipes and drainage ditch between the properties are not large enough to handle and convey the large storm events without flooding property owner's yard. The Scope of Work will include demolishing existing storm drainage pipe and structures within drainage easements and right-of-way of William Street adjacent to #736, #746, and #750 William Street. This will include saw cutting William Street in two locations to remove cross drain pipes. Landscaping, trees, shrubs, driveways, and aprons will be demolished and replaced only as illustrated on the Drawings. All landscaping and trees along the east side of #750/#754 property line shall be protected and remain undisturbed during construction. Excavation for new storm line along the property line shall begin from top of existing ditch slope and be excavated to the west to avoid and limit impact to existing landscaping. All existing trees noted for removal at rear of lots shall be cleared and grubbed for storm drainage pipe installation. Contractor shall coordinate with property owners to determine whether demolished items such as, existing bridges, wood and block walls, planters, etc.as illustrated on the Drawings are to be turned over to the owner or hauled away. Contractor will then install new storm pipe and structures as illustrated on the Drawings to route stormwater from the ditch upstream of #736 William Street to discharge point at rear property line of #770 William Street. All pipe to be High Density Polyethylene (HDPE) pipe except for pipe crossing underneath road which is Reinforced Concrete Pipe (RCP). All disturbed areas of right-of-way and drainage easements where new pipe is installed shall be backfilled and fine graded to drain stormwater from adjacent areas to new storm weir inlets. No ponded areas shall remain once storm drain pipe installation is complete. All secondary drainage pipe from #750 William Street shall be picked up with new fittings and HDPE pipe and routed to nearest downstream storm structure. The rear yard of #754 William Street is to be fine graded for positive drainage so that no ponding areas remain. Contractor shall work around and not disturbed property owner's garage, fire pit, and landscape block areas. Existing 20" Oak Tree at southeast corner of #754 William Street adjacent to fire pit shall remain and be protected during construction. All disturbed areas will be permanently grassed with Bermuda Sod or match Sod in-kind to the existing condition. Removal of all vegetation and trees within limits of work shall be included in Contractor's overall Bid unless otherwise illustrated on the drawings. Three new Crepe Myrtles are to be replaced at the northwest corner of #750 William Street to replace demolished trees. Contractor shall coordinate with owner for nearby placement location outside of drainage easement. Existing adjacent driveway aprons shall be demolished and replaced as illustrated on the Drawings. All demolished concrete and asphalt are to be removed and hauled off to an approved waste facility. Traffic access to streets and private driveways shall remain open at all times. All earthwork quantities for grading, pipe bedding, and backfill whether haul-in and/or haul-off are the responsibility of the Contractor to include in their Lump Sum Bid in order to complete the Scope of Work at no additional cost to the Owner. All quantities and measurements are approximate. Contractor shall visit the Site and determine his own quantities for bidding this project. Contractor shall include in their Base Bid all costs for adjusting and relocating water and gas services lines meters impacted by new storm line installation in order to complete the scope of work as described by the Contract Documents and Drawings. Contractor shall coordinate with utility companies and relocate utilities as required to install new improvements. Contractor must be qualified with Gwinnett County in order to perform water line installation, relocation and repairs. One lane of traffic and access to residential driveways must be maintained at all times. Traffic Safety devices such as signage, barricades, etc., and the protection of the public-at-large, and the Contractor's personnel is part of this contract and is the Contractor's sole responsibility. The Contractor will have Sixty (60) consecutive calendar days from the "Notice to Proceed" to finish and complete the project. All materials and appurtenances required to complete this Scope of Work is the responsibility of the Contractor and shall be provided in his overall Bid. The Contractor must be an approved Contractor with the City of Dacula and/or Gwinnett County. A complete list of materials should be included in the Contractor's overall Bid and the Contractor will be required to submit a schedule of values with his Bid. Bidder will prepare Asphalt prices for bid based on the current GDOT Asphalt Cement Price Index listed at the time of bid opening. The successful Contractor pay request will list the current GDOT Asphalt Cement Price Index at the time of purchase. The difference in price between the GDOT Asphalt Cement Price Index at bid and at purchase will either be a change order to the Contractor or a Credit to the Owner. The GDOT Asphalt Cement Price Index is in accordance with Special Provision 109 (dated 2008), Section 400.5.01 Adjustments, the asphalt price index for the month of the Letting posted on the Georgia Department of Transportation Website. Additional items within Scope of Work A. Contractor is responsible for hauling off all demolition materials (existing pipe, concrete, asphalt, etc.) to a State approved disposal facility at no additional cost to the Owner. Contractor shall tie in and feather new asphalt for patches into existing asphalt so that there is a smooth transition. B.If any unforeseen sub-grade conditions arise the Contractor shall immediately notify the Owner and/or Owner's representative before proceeding with any work to determine the course of action. The Contractor shall have a Geotechnical Engineer (who will be selected by the Contractor and approved and paid for by the Owner) qualify and quantify the areas and determine the method of sub-grade repair in coordination with the Owner and/or Owner's Representative on a case by case basis. C.The limits of work for this project is limited to that area within right-of-way of City of Dacula and easement area acquired on private property in order to perform the sidewalk replacement and/or storm replacement as described in the Contract Documents. Contractor shall minimize disturbance to private property to as little as possible to complete the scope of work for this project. D.Contractor is responsible to locate horizontally and vertically all existing utilities within limits of disturbance and protect throughout duration of project. Utilities present include water, gas, electrical, CATV, AT&T, etc., but may not be limited to these within the limits of disturbance. E.Contractor shall provide temporary Metal Plates to cover road or completely backfill and compact excavated areas at end of each day to allow vehicular access when construction crews are not present and working. F.Contractor shall visit Site to determine if any built items need to be removed, reinstalled, or replaced in order to complete scope of work (ie. existing fencing). This shall be included in Contractor's overall Bid. G.Contractor shall have a Site Superintendent on-site at all times while work is in progress to monitor, direct, and control construction activities. Superintendent in-charge shall be available to City, Engineer, and adjacent property owners to answer or direct questions concerning the project. Owner reserves the right to waive any informalities and any technicalities, and to reject any or all bids.
