The purpose of the Project is to make Plaza Vera Cruz, a City of Santa Barbara park, a safer place for park users by constructing a permanent wrought iron fence around the park. Project Schedule: Project timeline with a projected start date and major milestones. The City expects that the preliminary plans would be submitted the HLC within 60 calendar days of the Notice-to-Proceed date (estimated to be October 7, 2022). The City of Santa Barbara Parks and Recreation Department (Department) seeks proposals from qualified professional landscape architecture and architecture consultants (Consultant) for the Plaza Vera Cruz Safety Project (Project). The purpose of the Project is to make Plaza Vera Cruz, a City of Santa Barbara park, a safer place for park users by constructing a permanent wrought iron fence around the park. The Department is beginning to conceptualize a vision for the sustained future use of the Park and seeks input from a qualified design professional for four potential fencing plans that would be compatible with potential future uses. The new permanent wrought iron fence will be constructed along the east, west, and southern perimeter of the Park, but its exact outline is yet to be determined. Future changes for the Park include expiration of the lease held by Santa Barbara Trapeze Co. and relocation of the Los Ninos Head Start operation once construction of the City's new police station commences. It is unknown whether the existing building will remain. The Project aims to improve the Park aesthetically while providing a safe space for future planned recreation programs. The Park's playground and associated pathway was removed in 2019 due to misuse. The installation and design of the fencing will establish the Park's Haley Street pedestrian entrance as the main entrance to the Park and the overall design shall be compatible with potential future recreational uses. Therefore, the Consultant will prepare four conceptual designs to review with the Department and one design will be selected for construction level plans (see Park Improvement Plans dated October 2007 included as Exhibit 3 for reference). This project aims to permanently curb misuse through durable fencing that will allow children, families, and people of all ages to enjoy Plaza Vera Cruz safely. Plaza Vera Cruz is currently bordered by chain-link fencing that will need to be removed, along with the bollards and low-slung chain that borders Vera Cruz Avenue (Bollard detail included as Exhibit 4). The future fence design shall incorporate gated pedestrian entrances at the east and west ends of the Park, as well as a vehicular gate at the existing vehicle driveway along Vera Cruz Avenue. Any fencing along the Cota Street frontage should be setback from the existing water well infrastructure to allow for access to the equipment and the Haley Street frontage should be thoughtfully designed to establish the Park's primary entrance and create a sense of identity for the Park. The fence design should be follow the El Pueblo Viejo Landmark District guidelines and be fabricated mainly out of wrought iron. A more detailed design shall be on the Haley Street frontage to allow for the alley way frontage to be fabricated more economically. Plans shall include new planting and reconfigured irrigation as needed. The Project requires design review approval by the Historic Landmarks Commission (HLC), and permitting through the City's Community Development Department. Assume the project design will meet Tier 2 Storm Water requirements. A professional planner with the Department will expedite entitlements at the Community Development Department and Creeks Division with the assistance of the Consultant.
