Location: W Lombard St (between Clark & Elsie) The proposed work includes all labor, materials, tools, supplies, utility and transportation services, equipment and all incidentals necessary. Prices in bid should be free of all sales taxes. Pursuant to Iowa Code sections 422.42 (15) & (16), the awarded contractor will be issued a tax exemption certificate to purchase construction materials (within the state of Iowa) that will be incorporated into real property for this project tax free. For all bids over $100,000, the City of Davenport requires a Bid Bond of 5% of the bid amount. A copy of the front page of the bid bond must be attached in the "Response Attachments" tab of the bid package. Bids over $100,000, submitted without a bid bond will not be considered. For awarded bids over $100,000, the awarded contractor will be required to furnish a Performance Bond in an amount equal to one hundred percent (100%) of the Contract amount, and said bond to be issued by a responsible surety approved by the City and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained. Working Days & Liquidated Damages - After milling has taken place, the Engineer shall determine if full depth patching or other repairs to the existing pavement are required. If patching or repairs are not required, the surface course shall be placed within five (5) working days of milling. If the street does require full depth patching or repairs, procedures to correct the problem(s) shall commence within three (3) working days after milling. Once repairs have started, the contractor shall continuously work on repairs until completion. If the above noted procedures are not followed, liquidated damages of $500/ day shall be charged to the contractor for each working day a street is not in compliance. If work ceases on repairs for any reason other than the weather, the contractor shall be charged double working days on the program until the repairs are complete. All work shall be completed within 12 working days. Liquidated damages of $300.00/ day shall be charged to the contractor for each working day over the allotted time. The City reserves the right to reject any or all bids and to waive technicalities and irregularities, if it is deemed in the public interest to do so. Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of race, color, creed, religion, sex, gender identity or expression, national origin or ancestry, sexual orientation, age, marital status, familial status, physical or mental disabilities or political beliefs and affiliations. Description and Completion of Work The proposed improvements include but are not limited to, milling off the existing asphalt surface, full depth patching, and placing new hot mix asphalt (HMA) on W. Lombard Street from the existing concrete at the west return of N. Clark Street to the existing concrete at the east return of N. Elsie Avenue. The proposed HMA includes a 1/2" leveling course followed by a 2" surface course. The City reserves the right to add or delete portions of the street segments from those shown in the bid documents if deemed necessary. Actual as-built quantities may vary from bid quantities. The contractor will not be paid any premium for variations in streets or quantities.
