As of October 1, 2024, this project is still waiting on USEPA to make a decision on a BABA waiver request that was submitted in July of this year. Advertisement for bidding is anticipated to occur in July 2025, with construction following. *The closed solicitation has been included below for reference: The Village of Glen Carbon is requesting qualified firms to submit a SOQ for professional design and engineering services to build a Water Treatment Plant within the Village of Glen Carbon to supply in municipal water system's current and anticipated future needs. This work will require close collaboration with Glen Carbon's leadership team comprised of management, operational staff, legal support, and the Illinois Environmental Protection Agency (IEPA). In general, this project is expected to include, but not be limited to, the engineering and design services as related to the following: There will be no pre-submittal meeting; questions regarding this Request for Qualifications (RFQs). Questions should be directed in writing to Mr. Jamie Bowden, Village Administrator, Village of Glen Carbon at jbowden@glen-carbon.il.us no later than 4:00 pm August 20, 2021. The Village of Glen Carbon reserves the right to reject all submittals, to waive technicalities and to make such selection deemed in the Village's best interest. With limited response, the Village of Glen Carbon reserves the right to extend the solicitation opening date as appropriate to assure a competitive procurement process. * Development of project scope and associated cost estimates. * Coordinate efforts to submit application for funding through the IEPA's State Revolving Fund Program. * Coordinate and obtain all necessary construction and operation permits from IEPA for the planned project. * Assist Village Staff in seeking and applying for Federal and State grants. * Developing plans, specifications, and bidding documents for the following but not limited to: It is the intent of the Village of Glen Carbon to select the best qualified firm based on demonstrated competence and qualifications for the intended project. Submittals made in response to RFQ will be reviewed by a committee of the Village and ranked based on criteria identified herein. The Village of Glen Carbon currently purchases water from Illinois American Water. The contract runs until June 1, 2026. The Village will evaluate the option to be able to go online with a new water plant on or about that date. Please submit a project construction timeline starting July 1, 2022. Provide a representative summary of your team's water plant treatment design, engineering and construction services, experience and expertise. A summary of this experience should include: * Similar local (Illinois and Missouri) projects completed in the past ten (10) years, citing a maximum of three (3) different projects. For each project listed, provide the project name; dates of service; and a description of project and the role your firm played. Also include actual cost of completed project and type of financing used by owner in completing listed project. * Projects completed in the past five (5) years in which IEPA State Revolving fund were used. For each project listed, provide the project name; dates of service; and a brief description of project and the role your firm played and SRF loan amount. Firms may choose to illustrate this experience as desired. Reference contact information (phone number, email, and addresses) for each client shall also be provided for each of the referenced projects. Provide a brief description of the systems and methods employed by the firm to effectively manage proposed projects including a discussion of goal setting, managing client expectations, communications, quality control/assurance, managing project schedule and costs within prescribed constraints. * The Village of Glen Carbon recognizes that the success of this project (including adherence to schedule) will be based on quickly identifying key environmental and regulatory issues, navigating multiple demands, and communicating successfully with key stakeholders. As such, the Village of Glen Carbon will evaluate the SOQs and the project teams related to their overall project understanding and demonstrated stakeholder relationships. It is anticipated that the review of qualifications will be completed by September 27, 2021. Interviews with shortlisted firms will be conducted thereafter. Final selection will be determined at the conclusion of the interview process. All firms submitting an SOQ will be notified of the results of the selection process.
