Site work and paving for a mixed-use development in Manchester, Connecticut. Completed plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; and sidewalk / parking lot.

As of 10/11/22, this project was awarded and construction is complete. Work under this contract includes the construction of approximately 2,400 square feet of reinforced concrete court; the erection of approximately 820 square feet of steel court ceiling; the installation of bituminous concrete sidewalk and chain link fencing; and the restoration of existing concrete court walls. Bid security in the form of a bid bond, payable to the Town of Manchester, is required in the sum of 5 percent (5%) of the total bid. Bid security shall be subject to the conditions set forth in the Standard Instructions to Bidders. No bidder may withdraw his bid for a period of ninety (90) days after the date of bid opening. Attention is directed to certain requirements of this contract which require payment of minimum wages and compliance with certain local, state and federal requirements. The contract will be awarded to the lowest responsible and qualified bidder whose bid is the lowest of those bidders possessing the skill, ability and integrity necessary to perform the work in good faith. This contract is subject to state set-aside and contract compliance requirements. The contractor who is selected to perform this State project must comply with CONN. GEN. STAT. 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5. State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services ("DAS") under the provisions of CONN. GEN. STAT. 4a-60g, as amended. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses). The contractor must demonstrate good faith effort to meet the 25% set-aside goals. The State funded portion of this project is $100,000. For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities. The Town reserves the right to waive any informality or to reject any or all bids, should it be deemed to be in the public interest to do so, and to reserve any and/or all other rights as detailed in the Contract Documents. The method of Contractor Selection has not been Determined at this time.
