Site work for a civil project in Virginia Beach, Virginia. Completed plans call for site work for a water / sewer project.
The work includes driving steel sheet piles into the existing man-made borrow pit lake to create cell divisions, and placement of fill within the created cell divisions in the existing lake to create new wetland area. Work includes planting of wetland plants within the wetland area, spot dredging of accumulated sediment in shallow areas of the lake, placement of riprap shoreline protection along one side of the existing lake, installation of an aeration system within the lake, tree clearing, and tree planting. Work at a major stormwater drainage inflow point includes placement of large footer boulders to create a rock wall to repair the existing channel that has severe erosion. In addition, placement of riprap and rock in the existing eroded channel to create a rock vane and constructed riffle (structures made of large rocks to slow flow and prevent erosion/scour) to facilitate channel improvements. This solicitation is also subject to the requirements of the Minority-owned Business Project Goals Program. The City of Virginia Beach has established a Minority-Owned Business Enterprise (MBE) goal of 3.2% of the total value of the resulting project. As a matter of responsiveness, bidders must subcontract 3.2% of the total project value to businesses certified as Asian American-, Black American-, or Hispanic American-owned by the Virginia Department of Small Business and Supplier Diversity; if the bidder is unable to meet the MBE subcontracting goal, then the bidder must provide documentation showing, with specificity, good faith efforts undertaken to meet the MBE goal. The MBE goal can be met in conjunction with Small Business Enhancement Program requirements by subcontracting work to certified Asian American-, Black American-, or Hispanic American-owned SWaM businesses.
