Site work and new construction of a mixed-use development in Portland, Oregon. Completed plans call for the construction of a clubhouse / community center; and for site work for a clubhouse / community center.
The Project is on two sites, with one library on one site, and one library, a community center, administrative offices and a park on the other site. Prospective Proposers will need to sign in to download the information and that information will be accumulated for a Plan Holder's List. Prospective Proposers are responsible for obtaining any Addenda, clarifying questions, and Notices of Award from OregonBuys. All Proposers are encouraged to visit the sites independently and bring questions to the mandatory virtual preproposal conference. The site addresses are: 525 Portland Ave, Gladstone, OR and 3811 SE Concord Rd, Oak Grove, OR. Procurement Process and Technical Questions: Ryan Rice, County Contract Analyst, rrice@clackamas.us. state or federal prevailing wage rates for the type of work being performed. The Bureau of Labor and Industries ("BOLI") wage rates and requirements set forth in the following BOLI Request for Proposals #2021-56 FOR Oak Lodge and Gladstone Community Project CM/GC booklet (and any listed amendments to that booklet), which are incorporated herein by reference, apply to the Work authorized under this Agreement: Attendance will be documented through a County Representative maintained recording sheet. Proposers who arrive more than five (5) minutes after the start time of the meeting (as stated in this solicitation and by County's Authorized Representative's watch) or after the discussion portion of the meeting (whichever comes first) shall not be permitted to sign in and will not be permitted to submit a response to this RFP. Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $50,000. Contractor and all subcontractors shall comply with the provisions of the Davis-Bacon Act (40 U.S.C. 3141 et seq) and ORS 279C.800 through 279C.870, and shall pay the higher of either the state or federal prevailing wage rates for the type of work being performed. The Bureau of Labor and Industries ("BOLI") wage rates and requirements set forth in the following BOLI Request for Proposals #2021-56 FOR Oak Lodge and Gladstone Community Project CM/GC booklet (and any listed amendments to that booklet), which are incorporated herein by reference, apply to the Work authorized under this Agreement: The applicable Federal prevailing wage rates and the existing State prevailing wage rates last published prior to the time of RFP Closing as stated above, apply to this Project. Gladstone Library- The consensus plan includes a new 6,000-square foot building at the corner of Portland Avenue and E. Dartmouth Street, the site of the former Gladstone City Hall. The project includes meeting space, dedicated areas for children and teens, book drop with exterior access, selfcheckouts, public computer access, staff workrooms and public restrooms. Concord Property and Oak Lodge Library. - The master plan for this 6-acre site includes renovation of the former Concord Elementary School at 3811 SE Concord Road in unincorporated Oak Grove for a new community center, NCPRD administrative offices, a park, and new additions totaling approximately 19,000 to house the Oak Lodge Library and a new gymnasium.
