The Mason Creek Culvert Replacement - Virginia Avenue includes the replacement of two 48-inch culverts, and associated pavement and incidental utility structures. The construction proposed consists of, but is not limited to the following work items: Topsoil, Off-Site 30 CY Exploratory Excavation 50 CY Removal of Storm Sewer 466 LF Subbase, Modified 180 TON Base, Oversize Rock 100 TON Rock Excavation 10 CY Replacement of Unsuitable Backfill 10 CY BT-3 Bars 80 EA Remove Pavement, PCC 510 SY Pavement, PCC, 6" 510 SY Remove Manhole, Sanitary 1 EA Manhole, SW-301, Sanitary, 72" 1 EA Relocate Water Valve 1 EA Intake, Storm Sewer, SW-501 1 EA Precast Concrete Box Culvert, 10'x4' 233 LF Concrete Box Culvert Bent Section 1 EA Precast Box Culvert End Section 2 EA Connection to Box Culvert 2 EA Erosion/Sediment Control 1 LS Temporary Traffic Control 1 LS Revetment, Class E 120 TON Seeding, Permanent 15 SQ Mobilization 1 LS Bids will be considered by the City Council at a meeting to be held in the Mason City Room, Mason City Public Library, 225 2nd Street SE, Mason City, Iowa beginning at 7:00 p.m., on the 1st day of February, 2022, and will be acted upon at such time and place or at such later time and place as may then be fixed. Prior thereto, at said time and place, a public hearing will also be held on the proposed plans, specifications, form of contract, and estimate of costs for said improvements. At said hearing, the Council will also receive and consider any objections to said plans and specifications, form of contract or to the estimated cost of said improvement made by any interested party. Due to public health concerns related to COVID-19, this meeting is being held electronically in accordance with Iowa Code Section 21.8. The public may access the meeting electronically by Internet or by phone through access information posted on the meeting agenda, available on the city's website at least 24 hours prior to the meeting. Please check the posted agenda in advance of the February 1, 2022 meeting for any updates to the manner in which the public may access the hearing. Each bid shall be sealed in an envelope marked "Bid for Mason Creek Culvert Replacement - Virginia Avenue, Mason City, Iowa." Each bid must be accompanied in a separate envelope by a bidding check or bid bond in an amount equal to ten percent (10%) of the bid price for the base bid plus alternate of the low cost alternate included in the bid form. The bid security shall be in the form of a cashier's check or certified check drawn on a state-chartered or federally chartered bank, or a certified share draft drawn on a state-chartered or federally chartered credit union, or a bidder's bond with corporate surety satisfactory to the City. The bid security shall be made payable to the City of Mason City, Iowa, as security that the bidder will furnish the required bonds and enter into a contract within ten (10) working days, excluding Saturday, Sunday and holidays, after award of the contract to him. The established DBE goal for this project is 0% of the total amount bid. Payment will be made to the contractor in the amount of one hundred percent (100%) of the contract value, following the thirty (30) day period from the City Council's acceptance of work, subject to the conditions and in accordance with the provisions of Chapters 26 and 573 of the Code of Iowa, as needed. The contractor will be paid each month,ninety-five percent (95%) of the engineer's estimate of the value of acceptable work completed at the end of the preceding month. Bidders shall not be permitted to withdraw their bids for a period of thirty (30) days after the same are opened. Work under the proposed Contract shall commence no later than May 2, 2022. The City of Mason City, Iowa reserves the right to reject any or all bids and to waive any irregularities or informalities in bids or bidding. All paving work shall be substantially complete in 40 working days
