Site work for a water / sewer project in San Francisco, California. Completed plans call for site work for a water / sewer project.

The objective of the project is to replace the existing water main with 8-, 12- and 16-inch ductile iron water main along Diamond, Duncan, 28th, Valley, Castro and Noe Streets. The work is to be performed in San Francisco, California. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 20.00% and ONLY San Francisco (Local) Small & Micro-LBEs can be utilized to meet this requirement (Firms certified by SF Contract Monitoring Division). SFPUC-LBEs cannot be utilized to meet the 20.00% LBE Subcontracting Participation Requirement. Please contact Jason Chow at 415-554-3103 for further information. Subcontracting opportunities may include, but not limited, to the following major types of work: trucking, hauling, shoring, pavement restoration and renovation, saw cutting, and traffic control. Attendance of remote attendees will be completed at the end of the pre-bid meeting. Prime Bidder's attendance at this conference is worth 15 points toward Chapter 14B "Good Faith Outreach" requirements. Documented attendance in the teleconference pre-bid meeting will satisfy this requirement. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the "Good Faith Outreach" requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code. SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 - Instructions to Bidders, "Bidder Qualifications" and Section 00 45 12 - Safety Prequalification for additional information. A "Class A License" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. Engineers estimate is $7,500,000 to $9,000,000 and REPLACE WITH The Engineers estimate is between $10,000,000 and $11,600,000. In accordance with San Francisco Administrative Code ("Administrative Code") Chapter 6, no bid is accepted and no contract in excess of $706,000 is awarded by the City and County of San Francisco until such time as (a) the General Manager, San Francisco Public Utilities Commission recommends the contract for award and (b) the San Francisco Public Utilities Commission then adopts a resolution awarding the contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. Bidders are hereby advised that the Contractor to whom the Contract is awarded must be certified by the Contract Monitoring Division as being in compliance with the Equal Benefits Provisions of Chapter 12B of the City's Administrative Code within two weeks after notification of award by the SFPUC General Manager. This Contract is subject to the requirements of Administrative Code Chapter 12X, which prohibits the City from entering into contracts with companies headquartered in states with laws that perpetuate discrimination against LGBT populations or with restrictive abortion laws or where any or all of the work on the contract will be performed in any of those states. Bidders are hereby advised that Bidders, which have their United States headquarters in a state on the Covered State List, as that term is defined in Administrative Code Section 12X.3, or where any or all of the work on the contract will be performed in a state on the Covered State List, may not enter into contracts with the City. A list of states on the Covered State List is referenced in Section 00 45 78. Each Bidder must certify compliance with this requirement as directed This Project is subject to the requirements of the San Francisco Local Hiring Policy for Construction ("Policy") as set forth in Section 6.22(g) and Chapter 82 of the Administrative Code. Bidders are hereby advised that the requirements of the Policy will be incorporated as a material term of any contract awarded for the Project. Refer to Contract Section 00 73 30 for more information. If a Bidder objects on any ground to any bid specification or legal requirement imposed by this Advertisement for Bids, the Bidder shall, no later than the 10th working day prior to the date of Bid opening, provide written notice to the Manager, Contract Administration Bureau, setting forth with specificity the grounds for the objection. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The SFPUC proposes to conduct water distribution system replacement and upgrades along Diamond Street, Duncan Street, Castro Street, 28th Street, Valley Street, Noe Street, Clipper Street, and Diamond Heights Boulevard. The new water mains would be constructed of DIP and would replace existing cast iron pipe (CIP). The proposed Project would include a total of approximately 11,060 linear feet (2.09 miles) of water main replacement and installation.
