Contractor Awarded Address: Kelso, WA 98626-2719 USA Base and All Options Value (Total Contract Value): $2966089 This is a REQUEST FOR PROPOSALS for the National Park Service, Lewis & Clark National Historical Park (LEWI) to renovate the Lewis & Clark National Historical Park's 12,200 square foot visitor center building that includes the visitor center area, museum area, movie theater, a multi-purpose room, administrative offices, a bookstore, other offices, curatorial storage, and a library. Work of the contract, base requirement, includes: VESTIBULE ADDITION (construct approx. 292 square foot addition attached to the existing building as an expansion of the Vestibule; RESTROOM REMODEL that includes reconfiguring/upgrading the entry public restrooms, replacing source water heater for the public restrooms, and reconfiguring/converting storage closet to construction unisex family restroom; COLLECTIONS/LIBRARY/EMPLOYEE RESTROOM REMODEL that includes relocating the wall between the curatorial storage area into the library, replacing existing vinyl flooring in curatorial storage, and upgrading fixtures and finished in staff restrooms; THEATER CARPET AND SEATING REPLACEMENT that includes removing and replacing seating in the 1,000 square foot theater to accommodate accessibility requirements; and WINDOW AND DOOR REPLACEMENT that includes replacing exterior single pain windows, removing four interior windows and frame, removing four windows and doors, removing and replacing door and window glazing, and replacing interior and exterior door related hardware. OPTIONAL HAVAC REPLACMENT/UPGRADE that will be incorporated into the solicitation as an optional line item, includes upgrading indoor air handlers and associated heat pumps, reuse galvanized duct system with minor modifications and cleaning, upgrading an cleaning hydronic heating system, and upgrading the building HVAC control systems. Full details will be provided in the project specifications and plans posted with the solicitation. A payment bond (100%), performance bond (100%), and certificate of liability insurance will be required prior to contractor performance. ************PROJECT LOCATION. The project is located at the Fort Clatsop Visitor Center within Lewis & Clark National Historical Site, 92345 Fort Clatsop Road, Astoria, Oregon 97102. The Visitor Center is located at Fort Clatsop Road approximately 2 miles south of Warrenton, Oregon. A group site visit will occur at 1pm (PDT) on August 12, 2021 meeting at the front entrance of the Fort Clatsop Visitor Center. Whichever COVID-19 phase Clatsop County Oregon is in at the time of the site visit, we will be following the state and local protocols for masks and social distancing. This is a best value negotiated procurement set-aside for small business concerns in accordance with FAR 19.5. The NAICS code for this project is 236220, Commercial and Institutional Building Construction, with an associated small business size standard of $39.5 million, average annual gross receipts for the past five years. All work will be performed under a single firm-fixed price construction contract subject to the Wage Rate Requirements (construction), formerly known as the Davis-Bacon Act. The contractor will have approximately 6 months to complete the project upon award of the contract. The magnitude of this construction project is between $1,000,000 and $5,000,000, a range established in FAR 36.204 and is not the Government's estimate. A more approximate range is between $900,000 and $2,000,000, also not the Government's estimate. ************It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled-veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance. PERIOD OF PERFORMANCE is anticipated to be 6 months, but if more time becomes necessary due to supply/demand issues of longer lead times for materials, manufactured products, scheduling subcontractors, NPS will be as flexible as possible to provide additional time so long as request is reasonable. No liquidated damages are included in this solicitation, and they wont be included in the awarded contract. Communication with contractor and day to day updates will be critical once onsite work begins. Government anticipates the first month of the contract dedicated to submittals, getting immediate start on product/manufacturer submittals. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
