The City of Menifee (the "City") endeavors to retain a highly qualified Professional Services Consultant to provide Construction Management (CM) Services for the CIP No. 13-03: Holland Road and I-215 Overpass project. The CITY, in cooperation with the California State Department of Transportation (Caltrans) and the Western Riverside Council of Governments (WRCOG), proposes to construct a new four (4) lane bridge over the Interstate 215 at Holland Road in the City of Menifee. Holland Road is a major arterial road that runs in an east-west direction over the entire width of the City but ends at either side of the I-215. The I-215 generally runs in a north-south direction over the entire length of the City and separates the City of Menifee, on the east side of the interstate, from goods and services on the west side and vice-versa. Currently, Newport Road and Scott Road provide the east-west connectivity, but those roads are located one mile to the north and two miles to the south of Holland Road, respectively. This presents challenges to both motorized and non-motorized users. In addition, the Newport Road interchange is nearing its design capacity which creates higher-than-expected traffic congestion during peak hours. Once built, Holland Road overpass will alleviate the traffic congestion on Newport and provide an additional east-west connection to non-motorized users as well.
