**As of Oct. 4, 2021, the project has been awarded to Ben M. Radcliff Contractor, Inc., for their low bid of $1,237,771.00. The start and completion date has not yet determined. Sealed bids will be received by the County Commission, for furnishing all labor and materials, and performing all work required by Mobile County and described as follows: Project: Mobile County Soccer Complex Concessions and Restrooms Facility 3701 Halls Mill Road Mobile, AL Project No.: CIP-2019-002B, Part 2 Project Summary: Furnish and install all labor and materials to construct a Concessions/Restrooms Facility at the Mobile County Soccer Complex at 3701 Halls Mill Road, Mobile, AL. A labor and materials bond in form and terms approved by the County in an amount not less than the contract price, insuring payment for all labor and materials, shall also be required at the signing of the contract. In addition, the Contractor must furnish to the County at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. The right is reserved to reject any or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. Liquidated damages for non-completion of the work within the time limit agreed upon will be assessed in accordance with the terms of the Contract. This deposit shall be refunded in full to each prime Contractor Bidder upon return of the documents in reusable condition within ten (10) days after Bid Opening for up to two (2) sets. The cost of and return of additional sets of specifications and drawings shall be in accordance with Section 39-2-3 in the code of Alabama 1975. No specifications and drawings will be issued to contractors later than twenty-four (24) hours prior to the time indicated above for receiving bids. All contractors not having a representative at this meeting will be disqualified from bidding on this project. No bids will be considered unless the bidder, whether resident or non-resident of Alabama, is properly licensed and qualified to submit a proposal for this construction in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, Montgomery, Alabama, as required by Chapter 8 of Title 34, of the Code of Alabama, 1975. In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. Prior to the award of a competitively bid contract to a contractor having one or more employees in the state of Alabama, Alabama law requires that the contractor provide the county proof of enrollment in E-Verify (see www.uscis.gov/everify). No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening of bids without the consent of the County Commission of Mobile County, Alabama.
