Site work and paving for a mixed-use development in Roselle, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and water / sewer project.

Notice is hereby given that sealed proposals will be received by the Borough of Roselle, Union County, New Jersey for the 2021 VARIOUS ROADWAY IMPROVEMENTS and be opened and read in public at the Borough of Roselle Municipal Building, 210 Chestnut Street, Roselle, NJ 07203, on and follow the COVID 19 - Supplemental Emergency Procurement Guidance as per the Local Finance Notice (LFN) 2020-10. LFN 2020-10 provides guidance to municipalities to help comply with social distancing guidelines while also complying with the provisions of the Local Public Contracts Law as it pertains to bid opening procedures. As a result, thereof, in lieu of a traditional bid opening at the Municipal Building open to the public, the following procedure will be followed, consistent with LFN 2020-10. B. In-person attendance at the bid opening is prohibited due to restrictions on public gatherings during the current State of Emergency. C. The Bids shall be addressed to Eric Walker, Purchasing Agent, Department of Administration, 210 Chestnut Street, Roselle, NJ 07203. The project consists of one (1) base bid, which includes roadway improvements to approximately 250 linear feet on Leon Place, 350 linear feet on Wenz Place, and 600 linear feet on Morris Street, from Grand Street to 12th Avenue. Improvements along Leon Place include roadway reconstruction, HMA overlay, base repair, curb installation, construction of ADA-compliant curb ramps, regrading, and drainage improvements. Improvements along Wenz Place and Morris Street include milling and paving, base repair, resetting of inlets, repairing interior of drainage structures, upgrading bicycle safe grates/eco curb pieces, construction of ADA-compliant curb ramps, curb installation, and driveway repairs. All work on this contract must be completed within sixty (60) calendar days from issuance of a Notice to Proceed. Contract Documents and Drawings for the proposed work, which have been prepared by Carl P. O'Brien, P.E. of the firm Colliers Engineering & Design Inc. DBA Maser Consulting, are available electronically or via delivery by common carrier beginning on Thursday, July 29, 2021 by making a request to mary.tappen@colliersengineering.com and jacqueline.dirmann@colliersengineering.com. Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. The bid proposal packages will not be available for pickup. In the e-mail message, the contractor shall indicate if they request an electronic copy (PDF format) or paper copy. Otherwise, paper copies will be sent via USPS. All bids shall be addressed to Eric Walker, Purchasing Agent, 210 Chestnut Street, Roselle, New Jersey 07203. The bidding contractor shall submit one (1) original and one (1) copy of their bid, both respectively labeled. The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. The Owner or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with the following: A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-31 et seq. & N.J.A.C. 17:27-1 et seq.). B. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.). C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act. D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1). E. Anti-Drug/Alcohol plan in accordance with 49 CFR Parts 40, 199 and 391. The bid must also be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
